The U.S. Agency for Global Media (USAGM), Office of Technology, Services, and Innovation Broadcast Technologies Division, Engineering and Transmission Directorate (T/E/B) is seeking
preliminary information, for market research purposes only, from capable and reliable sources who may be interested in submitting a proposal to provide generator repair, overhaul, rebuild and procurement services (lubricants, filters, belts, repair parts, coolants, consumable items, etc.) on USAGM owned Caterpillar generators at various USAGM broadcast sites throughout Afghanistan.  The purpose of this notice is to gain knowledge of potential local qualified businesses concerns, capable of performing Operations and Maintenance Services on diesel Caterpillar electrical generators in Afghanistan.  Since all of the work will be performed outside of the continental U.S., no set asides or socioeconomic preference of any sort will be granted.

USAGM has a requirement for both field maintenance (various locations throughout
Afghanistan) and sustainment of prime power, back-up power and spot power generation
throughout Afghanistan.  Interested vendors must be capable of performing generator preventive maintenance services, fuel and coolant testing, top end overhauls and major overhauls in accordance with the specific generator manufacturer operations manual.  USAGM has a fleet of Caterpillar C-18, DE-50/GEP-44-5, and GEP33 located at 17 locations throughout the country of Afghanistan. Interested companies must have the ability to identify and make recommendations on the type of power generation repair required and the ability to provide Caterpillar approved lubricants, coolants, repair parts, belts, filters, and other required materials and deliver them to each of the 17 USAGM transmitter sites in Afghanistan.

USAGM is exploring the possibility of establishing contracts in Afghanistan for the following:

(1) Fixed-price Field Maintenance multiple award task order contract or one or more blanket purchase agreements

(2) Fixed- price Sustainment Maintenance contracts.  The anticipated period of performance for each contract is a base period of 12 months with an option period of 12 months.

(3) Indefinite Delivery, Indefinite Quantity (IDIQ) / Blanket Purchase Agreement (BPA) for Coolants, Lubricants, Repair Parts, Filters, Consumable material, and other items required to perform maintenance and sustain power generation on diesel Caterpillar electrical generators.

Response Requirements:  Interested offerors that meet the requirements above are encouraged to submit a Statement of Capability (SOC) in response to this notice.  The SOC must include the
following:

(a)  At least two (2) contracts (including current point of contact information) in which the
interested company served as either the prime contractor or a subcontractor
(performing a substantial portion of the work described above) in Afghanistan

(b)  Provide a statement of your firm's ability to execute projects in variances provinces
throughout Afghanistan

(c)  Years of company experience maintaining similar services in Afghanistan

The SOC must contain a cover letter including the company name, local address, point of contact, telephone and e-mail address.  The SOC must be submitted via e-mail to the following addresses by 12:00 Noon EDT October 20, 2021:

interest.  It is not to be construed as a commitment by the Government to procure any
services, nor does USAGM intend to award a contract on the basis of this request for
information or otherwise pay for the information solicited.
