Description
This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in the notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number W9127Q-22-R-0004 is being issued as a Request for Quote (RFQ) using Simplified Acquisition Procedures. This solicitation document, incorporated provisions, and clauses are those in effect through Federal Acquisition Circular 2022-04 Effective 30 January 2022 and the Defense Federal Acquisition Regulations (DFARS) updated 18 March 2022. This requirement is being set-aside 100% for Small Business and only qualified offerors may submit quotes. The North American Industrial Classification System Code (NAICS) is 333924 with a standard size of 750 employees.
The United States Property and Fiscal Office for Mississippi - Purchasing and Contracting Division, Flowood, MS intends to issue one (1) firm fixed price purchase order for the following items. See attached spec/document. Include all applicable fees, including delivery (prepay & add is not acceptable); warranty information; setup and training; and estimated delivery time, if different than requested.
Quoted prices shall include itemized pricing for each Contract Line Item Number (CLIN) with a total amount as follows:

SUBMISSION REQUIREMENTS:
• Vendors must submit company information with their quote to include: Point of Contact (POC), POC phone number, POC email address, company CAGE Code, and company EIN number.
• Vendors must submit the Representations and Certifications with their quote only if they differ from, or have not been completed within, their System for Award Management (SAM) profile.
• Vendors must have an active registration in System for Award Management (SAM) to be eligible for contract award.
A purchase order will be awarded to the responsible offeror whose quote conforms to the solicitation and is considered to be the most advantageous to the Government according to FAR Part 12, Acquisition of Commerical Items. To ensure timely and equitable evaluations of quotes, offerors must comply with instructions contained herein. Quotes must be complete, self-sufficient, and respond directly to the requirements of this RFQ.
This notice does not obligate the Government to award the contract: it does not restrict the Government's ultimate approach; nor does it obligate the Government to pay for any quote/proposal preparation costs. Clauses and provisions incorporated by reference may be accessed via Internet at https://acquisition.gov/. Quotes must be for item(s) stated, partial quotes will not be considered. Only firm fixed price offers will be evaluated. Award will be made (all or none) to one vendor.
In order for vendors to be paid, all vendors must now use an E-invoicing system called Wide Area Work Flow (WAWF). To gain access to the WAWF production system, contractors must acquire an account available at https://wawf.eb.mil/. Quotes are due no later than 10:00 A.M. Central Time, 28 April 2022 to 2LT Javonta Roper by emailed to javonta.a.roper.mil@army.mil. Questions regarding this requirement must be submitted in writing and NLT two days ( 26 April 2022) prior to date of RFQ closing. Questions may be addressed to 2LT Javonta Roper at email stated above. NO PHONE CALLS WILL BE ACCEPTED. SAM is a mandatory requirement for all DOD Government contracts.
