Description
This is a pre-solicitation notice for Short Term Residential Drug Treatment Services. This is not a Request for Proposal (RFP) and does not commit the Government to award any contracts now or in the future. The Court Services and Offender Supervision Agency (CSOSA) of the District of Columbia has a requirement for approximately 2,550 days of Residential Drug Treatment Services per year to provide up to 85 agency supervisees with a 30-day treatment program. This treatment program will be within a 50-mile radius of 633 Indiana Ave NW, Washington, DC 20002.
The RFP will seek Short Term Residential Treatment to stabilize offender substance use disorders, enhance supervision compliance, contain further risks of offender recidivating, promote prosocial engagement, enhance offender self-efficacy, coordinate access to community recovery systems, improve program retention, enhance the continuity of care post program completion, and return offenders to the community free from illicit substance use. A successful program will have a 70% rate of offenders successfully completing the program, which is defined as a reduction of symptoms of substance use and non-compliant behaviors, and a 30% or less relapse rate while in treatment.
The RFP will be advertised as “Unrestricted” under NAICS code 623220, Residential Mental Health and Substance Abuse Facilities. The resultant contract is anticipated to be a total of 5 years; One 12-month base period and four option periods.
A formal solicitation is tentatively scheduled to be available around February 20, 2024, at http://www.sam.gov. CSOSA will not issue hard copies of the solicitation. All responsible offerors are invited to submit a response. CSOSA contemplates one Firm-Fixed Price (FFP) contract resulting from the solicitation.
