Technical Exchange Meeting
WHAT: The Office of the Deputy Chief Technology Officer for Mission Capabilities (DCTO(MC)), in the Office of the Under Secretary of Defense for Research and Engineering (OUSD(R&E), is hosting a Technical Exchange Meeting (TEM) with industry. This engagement, held at the secret level, provides private industry with an update on the threats and challenges OUSD(R&E) programs are attempting to address. WHY: Mission Capabilities drives efforts to compete with adversaries through the development of capabilities that support the joint warfighter including, but not limited to, fires, command and control, logistics, and capabilities that will drive information advantage. Mission Capabilities coordinates these efforts through multiple programs with independent pathways for industry participation in experimentation, prototypes, and capabilities that explore new concepts. This Technical Exchange Meeting (TEM) will help describe the future operating environment and technical challenges.
WHEN: The TEM will be held at Johns Hopkins University Applied Physics Laboratory (JHU-APL) in Laurel, MD on August 16, 2023. The event is planned for 8:30 AM to 17:00 PM ET during which industry partners will learn about DCTO(MC)’s efforts, vision, threats, technical priorities, capability challenges, and areas that need private sector support.
This event will include classified briefings and will discuss technology and capability challenges. There will be a networking break to talk with government representatives and other industry representatives at the end of the day.
The overall classification of the event is SECRET // NO FOREIGN. Advanced registration is required, and all registrants must submit their clearance via a Visitor Access Request (VAR) to JHU-APL.

From Johns Hopkins Road, turn right onto Pond Road. The Kossiakoff Center is located on the left; parking is to the lower right, off Pond Road.

We cannot accept late RSVPs or same-day registrants due to the time required to clear participants.
CLEARANCE PASSING INSRUCTIONS:
Visitors from DoD organizations should send their clearances via the Defense Information System for Security (DISS) to SMO code 888984.
Industry and non-DoD visitors who cannot use DISS must complete a Visit Authorization Letter containing the below information. Requests must be typed and on company letterhead.
This letter may be sent by fax to 443-778-6400, uploaded to our FedRAMP certified secure Dropbox, or emailed using a password-protected document to the address: invis-office@aplmsg.jhuapl.edu. The password must be provided either in a separate email or verbally by calling 240-228-5661. Dropbox and/or email are preferred as faxes may not be collected daily.
- Visitor’s full name (last, first, and middle), position, date and place of birth, citizenship, social security number, and email address
- Certification of the visitor’s DoD clearance level, date granted, and any special accesses (if applicable).
- Company name, address, telephone number, and assigned DoD CAGE code (if applicable) and certification of the level of the facility security clearance.
