Description
This is a solicitation for Indefinite Delivery/Indefinite Quantity (IDIQ) Multiple Award Construction Contract (MACC) at Misawa Air Base, Japan, with 3-year basic period plus seven 1-year options under Request for Proposal (RFP) No. FA520524R0004. The MACC is a contract for execution of a broad range of general construction including design-build capability. Contractors will be expected to accomplish multiple disciplines of construction, such as but not limited to architectural, structural, civil, mechanical, fire protection, electrical, demolition and others for Facilities Sustainment, Restoration & Modernization (FSRM) in Misawa Air Base, Japan and its associated sites of Draughon Range in Amagamori Area, Hachinohe Fuel Port and Shariki Town, Aomori-prefecture, and other areas of Japan based on agreement by the contractor for individual task order. Description of the work will be identified in each individual task order. The program value is Not-to-Exceed $990,000,000.00 for entire life of the contract. The Government intends to award multiple contracts up to ten (10) contractors. The multiple contract awards will be made to offerors who provide the Government with the best value, using competitive Subjective Tradeoff (STO) best value source selection in accordance with Federal Acquisition Regulation (FAR) Part 15, Department of Defense (DoD) Source Selection Procedures, and Department of the Air Force FAR Supplement (DAFFARS) Mandatory Procedure (MP) 5315.3, with evaluation factors to be included in the RFP consisting of Past Performance and Price for Model Project. All the successful awardees are guaranteed a minimum of $2,000.00 for the MACC. The Government will compete future individual requirements among the awardees. Potential offerors shall check GPE website at https://www.sam.gov frequently for notification and/or changes to the solicitation. In order to be eligible for award, registration in the System for Award Management (SAM) database is required at http://www.sam.gov/; however, the following must be satisfied due to award and performance to be made in Japan.
[NOTET TO FIRMS LOCATED IN OTHER THAN JAPAN]: The offeror is required to represent that it is duly authorized to operate and to do business in the country of Japan in which the contract is to be performed, IAW DFARS 252.225-7042, "Authorization to Perform". Also, the resulting contractor shall, without additional expense to the Government, be responsible for obtaining any necessary licenses and permits, and for complying with any host government (the Japanese government) and political subdivision laws, codes, and regulations applicable to the performance of the work IAW FAR 52.236-7, "Permits and Responsibilities", as supplemented by DAFFARS 5336.507.
This notice does not obligate the Government to award a contract or multiple contracts nor does it obligate the Government to pay for any bid/proposal preparation costs.
