Description
This is a pre-solicitation notice for the Multiple Award Construction Contract (MACC) Indefinite -Delivery/Indefinite-Quantity (IDIQ) Contract, with 1-year basic period plus four (4) 1-year options. This notice does NOT constitute a request for proposal, request for quote, or invitation for bid.
The Government is contemplating a Firm Fixed-Price contract.
The solicitation will be a partial Small Business Set-Aside.
The estimated magnitude of the seed project is between $1,000,000 and $5,000,000.
The NAICS code is 236220 and the Small Business Size Standard is $39,500,000.
Bid Guarantee, Payment and Performance Bonds will be required.
Liquidated damages will be identified in the solicitation and incorporated into each individual task order.
The contractor shall furnish all equipment, tools, supervision, labor, materials, quality control, and other items necessary to safely design, manage, and construct improvements to various real property facilities. Tasks may include design, selection of equipment, construction, installation, modification, repairs, and testing of facilities and equipment. Tasks may involve a variety of disciplines, including but not limited to design, demolition, reclamation, utilities, excavation, structures, electrical, mechanical, refrigeration, architectural, and other specialty and general construction disciplines. Most projects will involve the automated Product Refrigeration System and the heating, ventilating, and air conditioning (HVAC) mechanical systems in Defense Commissary Agency's (DECA) various commissary facilities. A guaranteed minimum amount is $2,500 and maximum limit of the contract is $170,000,000, for the entire life of the contract. However, the contractor is reminded that the Government will not be committed to place task order(s) up to the maximum limit of the contract during the life of the contract. The resultant contract will be awarded to up to four (4) offeror who provide the Government with the best value, using Lowest Price Technically Acceptable (LPTA) process in accordance with Federal Acquisition Regulation (FAR) Part 15, Department of Defense (DoD Source Selection Procedures. The solicitation is expected to be issued on or after 26 May 2022. The closing date and time for submission of offers as well as the date and time for pre-proposal conference will be contained in the solicitation package, which will be available on SAM.gov. Potential offerors are responsible for monitoring this site for the release of the solicitation package and any other pertinent information and for downloading their own copy of the solicitation package. Potential offerors shall check SAM.gov frequently for notifications and/or changes to the solicitation.
The Seed Project for MACC IDIQ Contract includes upgrading the existing HVAC systems and the building control system by replacement with new HVAC equipment and controls at Fort Hood I, Clear Creek Commissary, Kileen, TX 76544. It will include replacement and minor repairs to finishes and systems throughout the store to support the Refrigeration, Heating, Ventilation and Air Conditioning work. The existing chilled water system and hot water heating system will be replaced with more energy efficient direct cooling system and utilize gas fired equipment for heating. The existing refrigeration monitoring and control system (RMCS) will be replaced and programmed to control the new HVAC Equipment. Some minor architectural repair work will be required where existing HVAC equipment or components are replaced.
This notice does not obligate the Government to award a contract nor does it obligate the Government to pay for any bid/proposal preparation costs.
