The Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (PHNSY & IMF) is issuing a Request for Proposal (RFP) for a Firm Fixed-Price contract to perform work in accordance with work package HRMC-HM&E-22-0032. The tentative period of performance is 30 September 2022 - 29 September 2023.

The solicitation number for this requirement is N32253-22-R-0016. Proposals will be due on 19 September 2022 at 0900 HST. Submissions are to be emailed to both the primary and the secondary point of contacts listed in this posting.

This solicitation is prepared in accordance with the format in FAR Part 15, as supplemented with additional information included with this notice. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisitions Circular (FAC) 2021-05, DFARS (last updated 05/20/2021) and NMCARS 18-17.

Questions: All questions regarding the contents of the RFP shall be submitted in writing via email to DeBrian Holmes at debrian.holmes@navy.mil and Deanna Yoshida at deanna.yoshida@navy.mil no later than Friday, 2 September 2022 at 0900 HST.

Ship Check Date & Time: One ship check is being offered on Tuesday, 23 August 2022, 0900 HST at the S1 Boathouse. Offerors shall RSVP who intent to attend the ship check via email to DeBrian Holmes at debrian.holmes@navy.mil and Deanna Yoshida at deanna.yoshida@navy.mil by Monday, 22 August 2022 at 1000 HST or sooner, if possible. The RSVP email shall contain the following:  

a. Company Name, CAGE Code  

b. Name of Person Attending, Title  

c. Cell phone number of person(s) attending  

Proposal Due Date: On or before Monday, 19 September 2022, 0900 HST, Offerors shall submit their proposals via email to DeBrian Holmes at debrian.holmes@navy.mil  and Deanna Yoshida at Deanna.yoshida@navy.mil

Please note the following for N32253-22-R-0016:

Section L: Addendum to FAR 52.215-1 provides instructions on what documents must be included in your submission.

Section M: provides evaluation factors upon which all submitted proposals will be evaluated.

FAR 52.204-24: Section (d)(1) and (d)(2) of this provision must be filled out by the Offeror.
