Description
Naval Air Systems Command (NAVAIR) Patuxent River, MD, intends to negotiate a cost-plus fixed fee delivery order with MSA at 39 Peterson Lane, Brunswick, MA 04011, on a sole source basis under Basic Ordering Agreement (BOA) N00019-21-G-0003, for enhancements to the Global Reconstruction and Measurement System (GRAMS). The GRAMS software provides Maritime Patrol and Reconnaissance Aircraft (MPRA) the ability to extract measured sound pressure level data to the frontline warfighter. Enhancements to the existing GRAMS software suite include the ability for the system to perform analytics on historical contact data and raw metadata from systems no longer in use. The upgrade will be able to interface with the following elements: the geodesic display and sound pressure level plots. Additionally the upgraded suite will integrate the current GRAMS data model and reference data as well as GRAMS data Management tools.
The anticipated period of performance is 12 months.
NAVAIR intends to negotiated and award this effort utilizing other than full and open competition pursuant to the authority provided in 10 U.S.C. 2304 (c)(1) and implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements.
