Description

AMENDMENT I - The purpose of this amendment is to incorporate "Offer Affordability" into the solicitation.  

Change the Line Item Structure FROM: Firm-Fixed Price TO: Per Unit Price

All other terms and conditions remain unchanged, as a result of this amendment. 

INDUSTRY QUESTION: Can Stainless-steel bee quoted for consideration? 

AGENCY RESPONSE: The answer is no. The solicitation requires 4340 stell from heat J4905. Not generic stainless-stell bars.

INDUSTRY QUESTION:  Can a copy of the material certification for heat J4905 be supplied to reference the properties that need to be met? 

AGENCY RESPONSE: The specified heat for this J4905. Steel from Heat J4905 has been pretested to ensure it meets the requirement and is in Phase II in ongoing research. Additional research has begun that will test steel with similar specs from other heats, but only Heat J4905 wukk meet the requirement.

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6- Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a separate written solicitation document will not be issued. This solicitation is being issued under the authority of FAR Part 13.5, Simplified Acquisition Procedures.

This solicitation is a Request for Quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2024-03, effective 2/23/2024.

The associated North American Industrial Classification System (NAICS) code for this procurement is 33110 – Iron and Steel Mills and Ferroalloy Manufacturing with a small business size standard of 1,500 employees.

The National Institute of Standards and Technology (NIST), Material Measurement Laboratory (MML), Applied Chemicals & Materials Division (ACMD) requires American Iron and Steel Institute-Society of Automotive Engineers (AISI-SAE) 4340 and (AISI) 9310 steel bars. They will be used to produce high quality Standard Reference Materials (SRMs) that are precisely machined, and heat treated for use as American Society for Testing and Materials (ASTM) Charpy V-notch reference specimens [ASTM E23, “Standard Test Methods for Notched Bar Impact Testing of Metallic Materials”].
