NOTICE OF PROPOSED CONTRACT ACTION The Veterans Health Administration (VHA) Program Contracting Activity Central (PCAC), intends to award a sole source contract under the authority of 41 U.S.C 253(c) (1) - FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements, to Stone Group Architects AE 600 E. 7th Street, Sioux Falls, SD 57103 to design a construction project to Construct Primary Care Addition Phase II. The place of performance is Sioux Falls VAMC 2501 West 22nd Street Sioux Falls, SD 57105. This action will result in a Firm-Fixed Price contract with a period of performance of One Hundred Seventy-Five (175) calendar days. This notice of intent is not a request for a quotation; interested parties may express their interest by providing a capabilities statement no later than December 29, 2023, at 14:00 PM CST. The capabilities statement must provide clear and unambiguous evidence to substantiate the capability of the party to provide the required services. A determination not to compete this proposed contract upon responses to this notice is solely within the discretion of the Government. Verbal responses are not acceptable and will not be considered. If after December 29, 2023, at 14:00 PM CST, no viable responses have been received in response to this announcement, The Veterans Health Administration (VHA) Program Contracting Activity Central (PCAC) shall negotiate solely with Stone Group Architects. This notice of intent to award a sole source contract is not a request for competitive quotes. There will be no solicitation available for competitive quotes. Phone calls will not be accepted. A determination by the Government whether to compete this proposed requirement based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competition. Scope of Work: The Architectural/ Engineering (A/E) Firm shall provide services to design a construction project at the Sioux Falls VA Health in accordance with this design scope of work. A/E Part One Services (also known as Design Phase) for this design project includes site visits, field investigation, studies, and user interviews to prepare drawings, specifications, and cost estimates for all facets of work and disciplines/trades to facilitate a construction project to Construct Primary Care Addition Phase II. The original project involved the provision of approximately 18,500 gross square feet for a new Front Lobby and Primary Care Addition on the property of the Sioux Falls VA Health Care System. This project design was carried through to final construction documents. After the final documents were delivered, the primary care addition was descoped from this project and moved to a standalone, phase II of the original project. The addition shall attach to the phase I front lobby project. As the addition has been approved and designed to completion in phase I, that design shall not change. A/E Part Two Services of this design project (also known as Construction Period Services) includes responding to construction contractor Requests for Information (RFIs) during the solicitation (solicitation support) and construction phases of the construction project, attendance at pre-bid, post award and commissioning kick off construction project conferences, review of construction material submittals and shop drawings, approximately 2 site visit per month during construction (both scheduled and emergent) to ensure compliance with the design drawings and specifications, preparation of site visit reports, coordination with project commissioning requirements, review of any construction project modifications for cost and technical acceptability, attendance, and participation during the final acceptance inspection, preparation of the punch list and preparation of record drawings of the completed construction project based on the construction contractor s as-built drawings. The A/E shall prepare a submittal log to be utilized by the VA during construction period services, maintain RFI log and provide meeting minutes for weekly construction meetings throughout the duration of construction. All Part Two Services are optional line items and will not be exercised at the time of award. The above paragraphs constitute a basic outline of the work to be accomplished and in no way comprises all the details for design of this project. The A/E shall initiate detailed inspection of the project site to determine the needs and conditions for the design of this project. Copies of Sioux Falls Healthcare System record drawings will be made available to the highest rated A/E firm; the A/E will verify the validity of the record drawings prior to the start of design work and conduct site investigations as necessary throughout the design. The A/E shall be solely responsible for the management, including all associated labor, equipment, materials, mailing costs, and inspection, to meet the requirements of the design project. The A/E shall further provide meeting minutes for all meetings held under this design project.
