Description
AMENDMENT 0003: The purpose of amendment 0003 is to extend the due date for quotations to DECEMBER 6, 2022 at 10:00 am HST.

AMENDMENT 0002: The purpose of amendment 0002 is to incorporate the following:
1. Changes to Addendum to FAR 52.212-1. Volume I, added paragraph d and Volume IV, revised paragraph 2 and added paragraph 3.
2. Revise Period of Performance to delivery date that reflects the end date of the Period of Performance.
3. Responses to questions received by the contracting office, see below.
Question#1: Could the Korean bidder attend this the bidding?
Response#1: Yes, any vendor with a current SAM registration can submit a quote for solicitation W81K0223Q0003.
Question#2: If Yes for Q1, Do you need still Volume IV. subcontracting plan for the Korean bidder as required under FAR 19.702(a) (1) ?
Response#2: Yes, a small business subcontracting plan is required if unless you meet one of the exceptions under FAR Part 19.702(b).
Question#3: If not for Q2, I would like to recommend you to add the Korea Local Clauses 5152.204-4032 (12) Representation and Certifications for Subcontracting status with Korean subcontractor.
Response#3: Question is moot, a small business subcontracting plan is required.
Question#4: Is possible to change Para 5.2. Minimum Requirements for the Contractor from “The Contractor” to “Offeror or Subcontractor”?
Response#4: No change will be made to the Statement of Work.

Question#8: Section 5.3.3. Shall provide random access capability; Run STATs, pediatric samples, body fluids or open tubes without interrupting routine sample testing. Does it mean the contractor should deliver the reagent for Abbott I-STAT ? I will be appreciated if you reply this mean the contractor only for Abbott.
Response#9: The Government does not require the Contractor to provide reagents for Abbott i-STAT. The Contractor shall provide reagents and consumable items for testing listed in Para 5.1.

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
The Medical Readiness Contracting Office - Pacific, Bldg 339 146 Clark Road, Ft Shafter, HI 96858, intends to solicit, negotiate, if necessary, and award firm fixed-price contract for Hematology Reagents and Analyzers for the Brian D. Allgood Army Community Hospital and other health clinics in Korea. This is a request for quotation (RFQ). The solicitation number is W81K0223Q0003. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-08. The Standard Industrial Classification Code is 6515, size standard is 1250 employees and the NAICS code of 325413.
Provision at 52.212-1, Instructions to Offerors -- Commercial, and its addendum applies to this acquisition and a statement regarding any addenda to the provision.
Provision at 52.212-2 Evaluation - Commercial Items and its addendum applies to this acquisition.
Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer.
The clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, and its addendum applies to this acquisition.
The deviation to clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items, applies to this acquisition. FAR clauses that are applicable to this acquisition are in the attachment to the combined synopsis/solicitation.
The Defense Priorities and Allocations System (DPAS) and assigned rating is not applicable.
The Government intends to award firm fixed-price contract for to the successful quoter.
Contract Requirements - The successful quoter shall be required to meet the requirements of the combined synopsis/solicitation attachment.
