Fiscal Year (FY) 2024 Hardware in Support of the GQM-163A Coyote Supersonic Sea-Skimming Target (SSST) System

The Naval Air Systems Command (NAVAIR), Aerial Targets Program Office (PMA-208) Patuxent River, Maryland, awarded a sole source Firm-Fixed-Price (FFP) Delivery Order (N0001924F0156) under the sole source Basic Ordering Agreement (BOA), contract number N00019-21-G-0002, with Northrop Grumman Systems Corporation (NGSC), Chandler, AZ. The Delivery Order provides for the procurement of Fiscal Year (FY) 2024 Replenishment Spares and Parts in support of the GQM-163A Coyote SSST. The GQM-163A is a surface launched aerial target system that emulates the anti-ship cruise missile in support of weapon system test and evaluation. 

This acquisition was pursued on a sole-source basis under statutory authority of under Title 10 U.S.C. 3204(a)(1) (previously Title 10 U.S.C. 2304(c)(1)), as implemented by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements per Class Justification & Approval (CJ&A) 20-0163 – redacted version attached to this announcement. NGSC is the sole designer, developer, and manufacturer of the GQM-163A Coyote SSST System to include unique mission kits, special tooling, software, and support equipment.  NGSC is the only known contractor with the requisite knowledge, maintenance and repair experience, and noncommercial technical data and software rights to meet the Government’s requirements for the GQM-163A Coyote SSST System.
