Description
The Centers for Disease Control and Prevention intends to award a sole source firm fixed price purchase order to Emory University for Blood Supply Products. New requirements, however, especially testing of blood donations for hepatitis B and C and for antibodies to human immunodeficiency virus (HIV), as well as, a need for strict confidentiality of records and donor counseling when appropriate, dictate that the Agency seek a contract for the acquisition of fresh human blood/blood products. For several years IPB/ID has been conducting longitudinal studies and relies on Emory University School of Medicine for clinical materials. The collection site is close to our laboratory, can recruit subjects and collect samples based on our study design. Other sites cannot collect fresh samples and deliver them to our laboratory within 3 hrs to be processed. Since the studies require study recruitment, collection and delivery of samples within 3 hrs, no other brand meet this requirement. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP) and 41 U.S.C. 3304(a)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals.
This notice of intent is not a request for competitive quotations; however, all quotations/responses received within 2 (2) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
