Description
The U.S. Army Contracting Command-New Jersey (ACC-NJ) Picatinny Arsenal, NJ 07806-5000, on behalf of the Office of the Project Manager for Combat Ammunition Systems (PM-CAS) intends to issue Sole Source, Firm Fixed Price (FFP) modifications under the current contracts for the production of Modular Artillery Charge Systems (MACS) Load, Assemble, and Pack (LAP) M231/M232 Type for the 155mm Propelling Charge.
The MACS consists of two solid propellant charges, the M231 (low-zone) and the M232-series (high-zone), and their associated packaging. The charge system provides a complete zoning solution for the 155mm artillery applications by using multiples of the basic modules. The bottom-charge M231 is fired either singly (Charge-1) or in pairs (Charge-2) from all cannon systems. The top-charge M232-series is fired in multiples of 3, 4 or 5 in currently fielded weapon systems. The system is compatible with all current 155mm field artillery weapons.
The modifications shall be issued under current contracts W15QKN-19-D-0109 with American Ordnance (AO) (Middletown, Iowa) and W15QKN-19-D-0110 with General Dynamics – Ordnance and Tactical Systems (GD-OTS) – Niceville (Niceville, FL). These modifications will increase the contract ceiling by $430,416,974.58, FROM: $133,212,118.80 TO: $563,629.093.38, combined. These modifications will be issued under the authority of 10 U.S.C. 3204(c)(1); as implemented by FAR 6.302-1(a)(2)(ii)(B)-Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. These modifications are a result of the surge in requirements to support the Presidential Buyback effort. Appropriate and available funds are available for this acquisition.
Please note the intent of this notice is not a request for a formal Request for Proposal (RFP), nor is the Government obligated to issue an RFP. The anticipated award for this action is Fiscal Year 2023, Quarter 3 (FY23Q3). Telephone inquiries will not be accepted.
