**PRESOLICITATION NOTICE for CONSTRUCTION**
PROJECT TITLE: Vero Beach, Florida Renovation/Demolition
DESCRIPTION OF PROPOSED WORK: This is a non-personal services contract to provide Demolition and Renovation services to the Federal Communications Commission (FCC) Allegan Vero Beach, Florida (FL) Field Office Location.
MAGNITUDE OF CONSTRUCTION: The estimated price range of this project is between $200,000 and $300,000
PLACE OF PERFORMANCE: 255 154th Ave, Vero Beach, Florida 32966

EVALUATON FACTORS FOR AWARD: The solicitation will be issued pursuant to FAR Part 13 procedures. The Government will award a firm-fixed-price contract to the responsible Quoter’s whose quote conforms to the solicitation and is the Lowest Price Technically Acceptable (LPTA).
PLAN AVAILABILITY: The solicitation will available for electronic download at no charge from the System for Award Management website at sam.gov under “Contract Opportunities”.
AMENDMENTS TO SOLICITATION: It is the quoter responsibility to monitor the GPE site at sam.gov for the release of any amendments.
BONDING: 40 U.S.C. chapter 31, subchapter III, Bonds (formerly known as the Miller Act), requires performance and payment bonds equal to 100 percent of the original contract price for any construction contract exceeding $150,000.
SECURITY: Contractor personnel shall be able to obtain, and maintain throughout the life of the contract, a public trust position.
BUY AMERICAN ACT / TRADE AGREEMENTS: This procurement is subject to the requirements of the Buy American Act. Per Federal Acquisition Regulation (FAR)25.401(a)(1), trade agreements (such as NAFTA) do not apply to acquisitions set aside for small businesses. Accordingly, any offeror proposing the use of foreign construction material, other than those articles listed in FAR 25.104, must request an exception to the Buy American Act as described in FAR Part 25.2. Suchan exception must then be approved by the Government before the requested material may be used in this construction project.
ELIGIBLE QUOTERS: All responsible Service Disabled Veteran Owned Small Business firms may submit a quote which shall be considered by the agency.
