Description

1. Responses to this Sources Sought must be in writing. The purpose of this Sources Sought Announcement is for market research purposes only, to make appropriate acquisition decisions and to gain knowledge of Small Businesses, Veteran Owned Small Businesses (VOSB), including Service Disabled Veteran Owned Small Businesses (SDVOSB), interested and capable of providing Cardio Sonographer Staffing Services, per paragraph five and six (5 & 6) below, for the VA Greater Los Angeles Healthcare System (VAGLAHS). 2. The NAICS for this requirement is 561320, Temporary Help Services. The product service code is Q502, Medical - Cardio - Vascular. 3. Interested and capable Contractors should respond to this notice no later than March 15th, 2023, by providing the following via email only to solly.kim@va.gov. (a) company name (b) address (c) point of contact (d) phone and email of primary point of contact (e) UEI number (f) A capability statement that addresses the organization s qualifications and ability to perform as a contractor specifically for the work described in paragraph 5 below. Respondents are also encouraged to provide specific examples (e.g. contract number, point of contact information) of the Contractor s experience providing the same or similar services described in paragraph 5 & 6 below. 4. SDVOSB/VOSB respondents. SDVOSB/VOSB respondents are encouraged to provide proof of registration in the Veteran Information Pages at https://www.va.gov/osdbu/. Further, SDVOSB and VOSB Contractors are asked to acknowledge that they understand the limitations on sub-contracting pursuant to FAR 52.219-14, Limitations on Sub-Contracting, which will be included in the impending solicitation. 5. Required Services. The Contractor shall provide a minimum of six (6) Cardiac Sonographers, to support existing staff, at the VA Greater Los Angeles Healthcare System (VAGLAHS) located at 11301 Wilshire Boulevard, Los Angeles, CA 90073 5.1. Duties and Responsibilities Cardiac Sonographer 5.1.1. Contract Cardiac Sonographers may be assigned to the VA Medical Center located in West Los Angeles or the Sepulveda Ambulatory Care Clinic, serving both inpatient and outpatient veteran populations. 5.1.2. The Cardiac Sonographer identifies and records anomalies indicative of disease, injury, or other medically significant conditions using ultrasound imaging and simultaneous Doppler techniques. Based on knowledge of cardiac disorders and associated symptoms, the Cardiac Sonographer performs a comprehensive diagnostic exam. 5.1.3. The diagnostic exam is recorded utilizing VA-owned equipment and documented in the Electronic Medical Record software known as the Computerized Patient Record System (CPRS) and Vista. Complete and full documentation of the procedure is required pre- and post-procedure. 5.2. Contract Cardiac Sonographers shall be competent in the following tasks: 5.2.1. Perform diagnostic procedures applying prescribed methods of ultrasound technique and comply with protocols and procedures for timely reporting of critical results. 5.2.2. Explain procedure(s) to patient(s) and address(es) their concerns. 5.2.3. Key in test data and patient information into computer to maintain record of test results. 5.2.4. Maintain and calibrate equipment in accordance with VA policies and procedures. 5.2.5. Monitor, record, and communicate as appropriate utilizing computerized documentation systems. 5.2.6. Utilize knowledge of age-specific needs of patients in performance of duties and responsibilities. 5.2.7. Provide a safe environment for administering contrast material. 5.2.8. Assist with transporting patients. 5.2.9. Follow standard precautions using personal protective equipment as required. 5.2.10. Possess customer service abilities including effective, active listening and be familiar with patient-centered care principles and practices and implement such methodologies into daily practices. 5.2.11. Possess critical thinking skills, decisive judgment and the ability to work with minimal supervision in a fast-paced, evolving environment. 5.2.12. Ability to perform work that requires frequent standing, bending, reaching, squatting, kneeling, moving, and lifting of patients and/or equipment up to 50 lbs. 5.2.13. Complete M-mode/color Doppler Transthoracic echocardiograms using the VA Protocols set by the Director of the Echocardiography Lab, on both inpatients and outpatients as directed. 5.2.14. Assist physicians in the Clinical Procedure Center with Transesophageal and Dobutamine studies including both preparation of patient and equipment, as well as pre-cleaning of scopes. 5.2.15. Assist with Exercise Cardio Stress studies. 5.2.16. Has working knowledge of the VA Imaging System to input the structured report in our reporting system and reconcile archived images. 5.2.17. Copy images on request. 5.2.18. Complete all required documentation within Vista and CPRS to include procedure details, final report(s), and closing the consult(s) notifying the requesting physician of available report. 5.2.19. Participate in clinic functions and meetings. Attend all trainings and courses assigned by supervisor. 5.2.20. Arrive on time for daily work assignments, be professionally dressed, and ready for work. 5.2.21. Communicate with supervisor any concerns of safety, process improvement, inefficiencies, supply needs, equipment failures, and absences. 5.2.22. Incorporate new methods into studies as directed including tissue Doppler imaging, Dyssynchrony evaluation and 3D imaging. 5.2.23. Complete paperwork for studies as directed. 5.2.24. Responsible for all disinfection of the equipment used on a daily basis and must pass competencies for all processes of disinfection. Must prepare examination area before and after usage including wiping down equipment, exam table, rails, door handles, and flat surfaces. 6. Qualifications 6.1. Competency requirements are defined in paragraph 3 - Duties and Responsibilities and in the table below. Only personnel approved by VAGLAHS shall be allowed to perform under this Delivery Order. 6.2. All Contractor personnel shall be Basic Life Support certified. However, Advanced Cardiac Life Support is preferred. Criteria Cardiac Sonographer Minimum Education Completion of an accredited Medical Diagnostic Ultrasound course Minimum Experience 2 years as a Cardiac Sonographer Required Certification Registered Diagnostic Cardiac Sonographer or Registered Diagnostic Medical Sonographer State Licensure Requirement (name) American Registry for Diagnostic Medical Sonography (National board) Number of References Required 3 Professional references 7. The intended contract period will be for a five (5) year Indefinite Delivery Indefinite Quantity (IDIQ) with the period of performance anticipated to be from August 1, 2023 July 31, 2028. 8. Please note that if VA s pending market research establishes that two or more VOSB or SDVOSB, who are certified in VA s Vendor Information Pages (VIP) can perform the required services, the VA will set aside the underlying solicitation per 38 U.S.C. §8127.
