Description
THIS IS A PRE-SOLICITATION NOTICE: The Drug Enforcement Administration (DEA) intends to solicit and award up to three contracts on a fixed price basis in support of the Diversion Control Division.
Within 60 days, each successful contractor shall develop and propose new models, data sets, and approaches for establishing (and revising) aggregate production quotas for schedule I and II controlled substances as well as new models, data sets, and approaches for establishing (and revising) individual quotas granted to DEA-registered manufacturers in a manner which ensures and adequate supply of controlled substances while also curbing oversupply. Each contractor will be required to submit a report describing its conceptual model for establishing (and revising) quotas and would be required to present their approaches to the DEA. DEA may select one contractor to provide advice and consultation to DEA in order to assist with implementation of the new models, data sets and approaches which are endorsed by the DEA.
All potential bidders MUST be registered and active in the System for Award Management site (SAM) at https://www.sam.gov at the time of solicitation. Potential bidders should register at https://www.beta.sam.gov to receive notification of and/or changes to the solicitation. The solicitation will be issued electronically and will be available only via the Contract Opportunities website https://www.beta.sam.gov. No fax or mail quote packages shall be accepted. The solicitation package will be available on the Contract Opportunities website on or about August 10, 2022. No phone, fax or email inquiries will be taken for this Pre-Solicitation Notice.
