The United States Army Security Assistance Command (USASAC) administers the Army Foreign Military Sales (FMS) initiative and serves as the Executive Agent for the Army Security Assistance Program. Organized as a Major Subordinate Command (MSC) under the U. S. Army Materiel Command (AMC) and is seeking proposals from qualified organizations interested in providing the services as described in this solicitation. The Government invites all interested and responsible organizations to submit offers in accordance with the requirements of this solicitation.
The resultant contract will be a single award, indefinite-delivery/indefinite-quantity (IDIQ) contract with cost-plus-fixed-fee (CPFF) term task orders issued on an annual basis, with Firm Fixed Price CLINs for the transition-in and transition-out periods, and Cost CLINs for Travel/ODCs.
The procurement will be conducted through Small Business Set-Aside. The procedures set forth in the Federal Acquisition Regulation (FAR) Part 15 apply.
The Government intends to conduct the evaluation and selection process in two phases. Phase 1 will be evaluated on a Pass/Fail basis. Offerors whose proposals meet the experience requirement of Phase 1 will proceed to Phase 2 of the evaluation where a complete evaluation of all remaining factors will be conducted. Offerors who do not meet the requirements of Phase 1 will be notified in writing of their removal from consideration for award at the end of the Phase 1 evaluation. Please refer to Section L for detailed information regarding the Offeror's submission of proposals for Phase One and Phase Two.
