THIS IS A SPECIAL NOTICE PREPARED IN ACCORDANCE WITH FEDERAL ACQUISITION REGULATION (FAR) SUBPART 5.2 “SYNOPSES OF PROPOSED CONTRACT ACTIONS”

The U.S. Army Corps of Engineers (USACE), Portland District (NWP) intends to negotiate/award a firm-fixed price (FFP) service, single source procurement to Rosemount Inc. for oil level instrumentation to support the Cougar and Hills Creek Powerhouses.

REASON FOR SOLE SOURCE ACQUISITION:

The statutory authority for this non-competitive acquisition is FAR 13.106-1(b)(i), Soliciting from a single source for purchases not exceeding the simplified acquisition threshold.

The Willamette Valley Project has a requirement for a new firm-fixed contract for Rosemount oil level indication instrumentation and associated components. The entire system is not to be replaced, therefore the instrumentation in this contract needs to match the existing Rosemount instrumentation at the Cougar and Hills Creek Dams. Previous Rosemount instrument upgrades have taken place at Detroit and Foster Dams and consistency throughout the enterprise is necessary. This includes monitoring, maintenance, and troubleshooting as needed.

Background: Cougar powerhouse bearing level indication has had partial upgrades completed with Rosemount instrumentation. Unlike Cougar, Hills Creek Powerhouse has not had any oil level instrumentation upgrades done recently. Detroit and Foster Dams have also had upgrades using Rosemount instruments.

Justification: Rosemount instrumentation needs to be used all facilities within the Willamette Valley to ensure consistency and better understanding of the equipment to enhance troubleshooting capabilities.

Impact: The impact of not having the same type of oil level instrumentation within facilities in the Willamette Valley would be a lead to inconsistencies and challenges with programming and troubleshooting.

The Government intends to solicit Rosemount Inc., the only authorized seller of Rosemount products, directly for this project on or around 09 September 2022. At this time, a solicitation does not exist. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.
