N0016419GJQ58/N0016422FJ116 – SOLE SOURCE – PROCUREMENT OF ENGINEERING SERVICES IN SUPPORT OF THE MX-20 EO/IR SENSOR SYSTEM – PSC 5855 – NAICS 334511

Naval Surface Warfare Center (NSWC) Crane has a requirement for in-service and sustainment support of the MX-20 EO/IR Sensor System. The services include program, engineering and logistic support services to support repairs, integration, training, field support representative, embedded system software/firmware, integrated product support, configuration management, and diminishing manufacturing sources and material shortages support.
The proposed contract action is for services for which the Government intends to solicit and negotiate with one source, Canadian Commercial Corporation (CCC), 350 Albert St. Suite 700, Ottawa, Ontario, K1A 0S6, Canada, with 100% subcontracting to L3 Harris Wescam, 50 Leavitt BLVD Waterdown, Ontario, L9H 0C5, Canada, under the authority of FAR 6.302-1(10 U.S.C. 2304(c)(1)). This is being sole sourced because L3 Harris Wescam is the Original Equipment Manufacturer of the MX-20 EO/IR Sensor System and own the technical data package (TDP) and intellectual property (IP), which are not for sale. The lack of both and the duplicative costs to the Government that are not expected to be recovered through competition, in addition to unacceptable delays necessitated from developing any other source, is the basis for restriction. All responsible sources may submit a capability statement which shall be considered by the agency. However, a determination by the Government not to compete with this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
