BRAND NAME: TRIMBLE X7 3D Laser Scanner

This combined synopsis/solicitation for commercial items prepared in accordance with the format at FAR Subpart 12.6, as supplemented with additional information included in this notice.  This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

The solicitation number W913E524Q0015 is being issued as a request for quotation (RFQ).

The associated North American Industry Classification System (NAICS) code is 334511 –Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing, which has a small business standard size of 1350 employees.  This requirement is a Total Small Business Set-Aside in accordance with FAR 19.502-2. 

The U.S. Army Engineer Research and Development Center (ERDC), Cold Regions Research and Engineering Laboratory (CRREL) at Fort Wainwright, Alaska has a requirement to procure the following Brand Name Trimble items required to support multiple surveying applications required for Cold Regions Research and Engineering Laboratory Alaska Research Office (AKRO) in Fairbanks, Alaska.

Requirement: The requested items will be used for CRREL’s existing Trimble equipment thus it is vital all new parts are interoperable and interchangeable with CRREL’s equipment.  No substitute parts will be accepted as other parts will cause extreme incompatibility. The requested items must be Brand Name Trimble for the following items:

Technical:

• One (1) Trimble X7 3D laser scanner equipment bundle (i.e., The laser scanner bundle includes a Trimble X7 instrument, transportation case, backpack, Trimble X7 tripod, and T10X data collector), two (2) Trimble R12i GPS Receivers, data controllers, and other associated equipment such as extra batteries, laser scanner targets, Trimble Real-works Advanced software, Tunnel Module to existing hardware keys.
• The equipment must be Trimble brand to be compatible with the existing Trimble GPS equipment already in use at the AKRO.

Other:

• Onsite Training: The vendor is requested to include in the proposal costs for two days of onsite training in Fairbanks AK.  Only U.S. Citizens may provide the onsite training.  Names need to be submitted in advance to the Fairbanks CRREL staff who will guide the contractor through Fort Wainwright visitor protocols.
• Warranty: The proposal shall include discussion of the included warranty covering the hardware (defects in material and workmanship).  A copy of this warranty shall be provided with the proposal for review.
• Lead Time: The vendor shall include in their proposal a clear statement of their Delivery Lead Time (time to deliver the item to CRREL after receipt of order).  The government may choose to award this contract to the vendor with the shortest lead time.

Special Conditions – Unfunded Options:  

• Special Condition 1: CRREL will only accept proposals with costings that will remain valid through 30 Sept 2024 to allow for the use of unfunded options. 
• Special Condition 2: The proposal must provide a separate cost for each “Item #” in Table 1.  Only certain items are anticipated to be purchased in the base award while additional items will be included as options that may be purchased before 30 Sept 2024.

No substitutions or alternative items. Please reference the attached redacted Brand Name Justification and the Request for Quote (RFQ) W913E524Q0015 for clauses, provisions, and offeror instructions.  

The following factors shall be used to evaluate offers:

1. Ability to provide the required BRAND NAME Trimble meeting all technical aspects listed in Section C, Description of Requirement (DOR).
2. Lead Time the Government may choose to award to the vendor with the shortest lead time.
3. Total quoted price to fulfill the Government’s requirement in its entirety to include all shipping costs.

Award will be made to the offeror whose quote represents the Best Value to the Government, in consideration of all factors. The basis for award will be an acceptable quote, the price of which may not be the lowest.
