This information is for market research only.
The purpose is to see of any potential bidders for a contract to initiate a Service Contract to develop a 20-year Capital Plan for the United States Section of the International Boundary and Water Commission (USIBWC). The steps in this effort will include the following:
- Review of reports, inspections, studies, estimates, and other applicable documents.
- Field visits.
- Employee interviews.
- Ranking and prioritization of projects within their respective programs and at the enterprise level across all capital programs.
- Recommendations on capital management process and for other studies and assessments for identified data gaps.
- Validation of design and construction estimates for all capital construction projects.
- Development of a 20-year Capital Plan, signed and sealed by a professional engineer.
This will help the USIBWC seeks to develop a 20-year capital plan based on two annual funding scenarios that will be used to assess the long-term capital project requirements and to establish funding of high-priority projects in a timely and cost-effective manner for each of the capital programs as noted below:
