Synopsis:

The United States Department of Agriculture (USDA) Farm Production and Conservation – Acquisition and Procurement Division is issuing this Request for Proposals (RFP) in accordance with FAR Part 15 on behalf of the USDA - Natural Resource Conservation Service (NRCS) for the Construction of an Equipment Storage Building, Pesticide Storage Shed, Bulk Fuel Tank Station, and Gravel Driveway at the Golden Meadow Plant Materials Center 438 Airport Road, Galliano Lafourche Parish Louisiana 70354. 

The objectives of the project are to provide shop drawings, cut-sheets, designs, materials, labor, and all equipment to furnish, construct, and install a fifty (50’) foot wide by one hundred (100’) foot long pre-engineered steel equipment storage building (with attached overhang and a lean-to canopy), a nine (9’) foot by fifteen (15’) foot pesticide storage shed (and entrance concrete apron or slab), and construct a bulk fuel storage tank area and relocate two (2) fuel tanks and reinstall at the new bulk fuel storage area, and create a gravel parking lot.

The solicitation will be a 100 percent Small Business set-aside.  The NAICS code for this solicitation is 236210, Industrial Building Construction.  The Small Business Size Standard for this NAICS is $39.5M.

To be eligible for award, interested contractors must be registered in and must complete the annual representations and certifications electronically via the System for Award Management (SAM) at http://www.sam.gov

A firm fixed price construction contract is anticipated under Contracting by Negotiation procedures in FAR Part 15.

A bid guarantee submission, in the amount of 20% of the bid, will be required with each proposal.   Sureties should use SF-24 Bid Bond form.

Performance (SF-25) and Payment (SF-25A) Bonds, in the amount of 100% will be required within 10 calendar days of award of the contract.

The anticipated project period of performance is 240 calendar days from the date the contractor receives the Notice to Proceed (NTP).

In accordance with FAR 36.204, the estimated magnitude of the project is between $500,000.00 and $1,000,000.00.
