AMENDMENT 0001:

The purpose of this Amendment is to extend the RFQ's closing date to 18Aug2022. Quotations are due on or before close of business 18 Aug2022 .

N00164-22-Q-0225 – SHIP ALTERATION AND INSTALLATION SERVICES OF AN/SLQ-59 ON USN AIRCRAFT CARRIER (CVN) – FSC/PSC N020 - NAICS 336611

ISSUE DATE 10 AUG 2022 – CLOSING DATE 17 AUG 20202 – 4:00 PM Eastern Time

Naval Surface Warfare Center (NSWC) Crane has a requirement for a non-commercial service contract for industrial and technical services in support of the ship alteration and installation of the AN/SLQ-59 System on a United States Navy (USN) Aircraft Carrier (CVN).

The Navy intends to solicit and negotiate this contract as a total small business set-aside in accordance with Federal Acquisition Regulations (FAR) Subpart 19.5. The Government intends to award a Firm-Fixed-Price (FFP) type contract to the responsible contractor whose offer represents the Lowest Price Technically Acceptable (LPTA) to the Government considering delivery, technical approach, past performance, and price/cost related factors. Potential Offerors should be aware that this contract is anticipated to require open, constant, and clear communication with the Government. 

The installation services to be procured under this requirement shall be in accordance with the Statement of Work (SOW), Technical Data Package (TDP), and Contract Data Requirements List (CDRLs).  Inspection and Acceptance will be performed by the Government. All drawings and documents will contain information that is export controlled and are under the constraints of Distribution Statement D. Distribution is authorized to DoD and DoD contractors only.

Contractors must be properly registered in the System for Award Management (SAM) and the Joint Certification Program (JCP) in order to receive the controlled attachments. Offerors may obtain information on SAM registration and annual confirmation requirements by calling 866-606-8220 or via https://sam.gov. Information about the JCP is located at https://public.logisticsinformationservice.dla.mil/PublicHome/jcp/default.aspx.  The instructions for the controlled attachments will be posted within the solicitation.

This solicitation is being issued pursuant to the procedures at FAR Part 13 as a written.  Synopsis exception FAR 5.202(a)(2) applies and Solicitation Number N00164-22-Q-0225 is hereby issued as an attachment hereto. 

All changes to the requirement that occur prior to the closing date will be posted to Contract Opportunities on https://sam.gov/.  It is the responsibility of interested vendors to monitor https://sam.gov/ for any amendments, which may be issued to this solicitation. 

For changes made after the closing date, only those offerors that provide a quote will be provided any changes/amendments and considered for future discussions and/or award.
