Description
HHS requires professional and technical services to provide hosting management, system administration, application management, operations and maintenance, network connectivity, and security and auditing support for UFMS, FBIS, CFRS, and associated tools to continue to keep financial systems operational, meet HHS mission-critical needs, and achieve departmental goals and financial management objectives.
Additionally, HHS recently (July 2023) modernized its critical financial systems infrastructure to a modern cloud computing environment, Oracle Cloud Infrastructure (OCI), establishing a strong foundation for the next generation of financial systems, cloud-enabled data analytics, Artificial Intelligence (AI) capabilities, and a more scalable, agile, and cost-effective environment. A critical requirement of this action is continuing to stabilize, mature, and manage this new FedRAMP authorized cloud-based hosting environment and complete ongoing improvement/enhancement projects such as the following:
- G-Invoicing – With the baseline solution in place, HHS has initiated incremental implementation of more complex processes.
- Mature the Treasury’s commercial Electronic Invoicing process leading to increased adoption. HHS expects to achieve a remarkable $200 million cost avoidance over the next ten years, with a Return on Investment of 295 percent.
- Facilitate improved stewardship and decision-making by continuing to bolster FBIS’s capabilities and adoption, improving data quality, reporting and analytic capabilities, and making the solution more robust and easier to maintain.
- Continue to expand, mature, and maintain the HHS Automation-as-a-Service initiative through Robotic Process Automation by automating manual processes across its financial management systems. OF has successfully implemented 13 automations to improve end user business processes as well as bring efficiencies into financial system operations resulting in over $650K savings in FY 2023. Once fully matured, the automations are estimated to save $1.4M annually.
Finally, considering the complexity of the environment and the mission-critical nature of the systems supported, a minimum of six to seven months of transition out services are required to stabilize the systems and applications, mitigate all technical and operational risks, and prevent any disruption of service.
