NOTICE OF INTENT TO AWARD SOLE-SOURCE

THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent to award a sole source contract under statutory authority 10 U.S.C. 3572, Implementation of Simplified Acquisition Procedures (41 U.S.C. 1901).

The Reference Number is FA441824R0010. The 628th Contracting Squadron, 101 E. Hill Blvd., Joint Base Charleston, intents to award a sole source contract for a Maintenance, Repair Service Plan, and Proprietary Parts Supply for the Z Portal and Z Backscatter Van X-ray Detection Systems located at Joint Base Charleston. The contractor shall furnish all management, labor tools, equipment, transportation, and materials necessary to provide certification, preventative and corrective maintenance services to the Z Portal and Z Backscatter X-Ray Inspection Systems.

The 628th Contracting Squadron intends to make an award to Rapiscan Systems, Inc, a large business. Market research was performed, and information gathered in determining this company to be the only source for this requirement.

In accordance with (IAW) FAR Part 5.207(c)(15), the proposed contract action is for a product for which the Government intends to solicit and negotiate with only one source under the authority of DAFFARS 5313.501- 10 U.S.C. 3572, Implementation of Simplified Acquisition Procedures (41 U.S.C. 1901). This notice of intent to award is not a request for competitive proposals; however, responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
