Description

The Bureau of Land Management (BLM) Color Country District intends to award a single, firm-fixed price contract for the removal and replacement of fencing at 14 different sites. Demolition, disposal, and replacement of approximately 23,350 LF of existing fence. Fence material includes: 3 Rail Wood, 4 Rail Wood, 3 Rail Wood Post and Dowel, 3 Rail Wood Post and Dowel with Tortious Mesh, and 2 Rail Wood Post and Dowel with Gabion Base. There is one (1) Gate Replacement, seven (7) Fence Step Overs, and two (2) Human Fence Mazes. The Contractor shall be responsible for all labor, materials (except for Government Furnish Materials), and equipment needed for the demolition of existing fences and construction of new fences per drawings and specifications.

Henry Mountain Field Station work is in Garfield County, UT. The work location sites are at Hog Springs Wayside, Starr Springs Campground, McMillan Springs Campground, and Hancock Cabin Admin Site. (See attached location drawing)

Saint George, Kanab, & Cedar Field Office work is in Washington County, UT. The work location sites are at Windmill Trail Head, Eagle Crag Trail Head, T-Bone Trail Head, Yellow Knolls Trail Head, Black Gulch Trail Head, Red Mountain Trail Head, Orson Adams Admin Site, Toquerville Mine Trail Head, Sand Cove Trail Head, and Sand Cove Campground. The contract period of performance is October 01, 2022 - March 31, 2023.

A site visit will be held sometime within the two week following solicitation upload. Contractors will meet at Henry Mountains Field Station 380 South 100 West, Hanksville, UT 84734. Attendance is highly encouraged. Please follow the current CDC's social distancing guidelines during the site visit. RSVP site visit attendance to Dave Barfuss dbarfuss@blm.gov.

This project will be 100% set aside for small business vendors under the North American Industrial Classification System (NAICS) code 238990 ¿ All Other Specialty Trade Contractors. Davis Bacon Act (DBA) is applicable and the appropriate DBA Wage Determination(s) will be included in the solicitation.

Request for Quote (RFQ) under solicitation number 140L5722R0003, will be posted electronically at SAM.gov on or about August 25, 2022. Dates are subject to change. To obtain the solicitation and/or amendments/updates for this project, contractors shall monitor the solicitation at the sites listed above. Interested parties shall periodically check for amendments and other changes to the solicitation documents. This service is provided for convenience only and does not serve as a guaranteed notification. In accordance with FAR 36.204, the estimated magnitude of this construction project is between $500,000 and $1,000,000. A Bid Bond is required. Performance and Payment Bond shall be provided by the awardee prior to issuance of the Notice to Proceed.

To be considered eligible for award, vendors must be registered and have active profiles with completed representations and certifications in the System for Award Management (SAM) database (https://www.sam.gov). There is NO fee to register for this site.
