Description

COMBINED SYNOPSIS/SOLICITATION Naval Sea Systems Command (NAVSEA) is hereby issuing a Request for Proposal (RFP) for the procurement of one (1) 260 ft Mobile Ship Target (MST). The effort is for the design, construction, for the acquisition of one (1) MST under a Firm Fixed Price (FFP) Contract under NAICS code 336611. The associated supplies and services consist of technical data package, vendor recommended spares, crew familiarization, special studies and documentation, and packaging and delivery. The MST is a mobile ship sized target utilized for weapon system test and evaluation events on the Mugu Sea Range. This contract will be to design, construct, test, outfit, and configuration manage, and program manage the MST. This procurement is being solicited as a Total Small Business Set-Aside, pursuant to FAR 19.5 Pre-Solicitation Notice N00024-23-R-2245 and was previously posted to the SAM.gov website. The RFP and associated attachments in this announcement supersede all previous documents made available to the public. CAUTION: The Government will not reimburse respondents any questions submitted of information provided as a result of this solicitation. There is no funding associated with this announcement. This RFP is not to be construed as a contract, a promise to contract, or a commitment of any kind. If questions were asked in response to previous announcement related to this solicitation, they must be asked again to be recorded as Bidders Questions related to the solicitation. The Government is under no obligation to maintain a bidders? mailing list. Small Business Set-Aside Synopsis Pursuant to FAR 19.5, the Naval Sea Systems Command (NAVSEA) is issuing a Total Small Business Set-Aside solicitation, concurrent with this synopsis (combined synopsis / solicitation) for the detail design and construction of one Mobile Ship Target (MST) with associated supplies and services, under NAICS code 336611. The purpose of the synopsis concurrent with solicitation pursuant to the authority of FAR Subpart 12.6, is inform all interested parties of the opportunity and small business set aside determination. The craft shall be delivered to Port Hueneme, CA. The associated supplies and services consist of technical data package; vendor recommended spare parts; and crew familiarization. Prior to this combined synopsis / solicitation, small business interest and capacity was examined through issuance of an MST Request for Information (RFI) and posting of a draft MST solicitation. It was determined that two or more small businesses would likely submit compliant proposals and was accordingly set aside in total for Small Business. Issuance of this combined synopsis / solicitation is made on Government Standard Form (SF) 26, and any amendment to the solicitation will be issued under SF 26 or SF 33. Counter to the automatically generated statement at the bottom of SF 33 above, if a contract award is made resulting from evaluation of proposals submitted in response to this solicitation, the Government intends to award under the Government SF 1449 for commercial contracts.
