Description
Notice of Intent to Sole Source
In accordance with FAR 6.302-1, 10 USC 3204
The Naval Medical Readiness Logistics Command (NMRLC) intends to award a sole source contract under the authority of FAR 6.302-1 to United States Cylinder Gas (US Gas), Mayfield Alsip, IL.
The Navy Drug Screening Laboratory Great Lakes (NDSLGL) has a requirement to purchase specialty gases, Helium and Nitrogen, that will be used in Gas Chromatography and Liquid Chromatography equipment to test urine for drug abuse. Gases are required to be 99.999% “purity.”
US Cylinder Gas is the only company within commutable range that can provide both gases of the required purity. There is no contract in place currently. To continue proper drug screening at NDSLGL a contract is needed for the specialty gases to perform NDSLGL’s mission.
NDSLGL’s requirement is for a specialty gas contract award. Materials for this contract requirement are as follows:
a - NI200 (size 200), Industrial Grade, 235 cubic feet - Nitrogen Cylinders - non-flammable gas, UN1066 H Tank 0183. Deliver 10 nitrogen cylinders monthly for a total of 12 deliveries per fiscal year on an as needed basis.
b - HE UHP200 (size 200), 213 cubic feet- Helium - non-flammable gas, UN1064 P Tank 0131. Deliver 8-10 Helium cylinders monthly for a total of 12 deliveries per fiscal year on an as needed basis. Helium must be Ultra high Purity 99.999% pure.
c - NI35 (size 35), UHP Grade 6 Nitrogen, UN1066. Exchange tanks (lab currently owns). Delivery of gas or tank exchange approximately 6-8 tanks per on an as needed basis.
d - Cylinder - Monthly Flat Rate Rental (FRR) for all cylinders.
e - Delivery charges for each delivery.
Period of performance for this contract is base year with four option years.
The estimated period of performance is 30 September 2023 – 29 September 2028.
The estimated award date is 30 September 2023.
This Notice of Intent is not a request for competitive proposals and no solicitation document exists for the requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management, technical data, and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to perform the required work. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source contract.
