This Request for Information (RFI) is part of a market research effort by the United States Coast Guard (USCG) to determine the availability and technical readiness of technologies capable of providing position, navigation, and timing (PNT) to maritime vessels in conditions where the Global Positioning System (GPS) is degraded or denied. In addition, information is requested on technologies that can provide capability enhancement to existing PNT systems, such as software that reduces position drift over time, a new antenna array design, or improved clocks. Examples of potential technologies include, but are not limited to, inertial navigation systems (INS), celestial navigation, gravimetric navigation, satellite constellations, signals of opportunity, and alternate PNT signals. Satellite constellations may consist of, but are not limited to, Global Navigation Satellite Systems (GNSS), Low Earth Orbit (LEO) satellites, Medium Earth Orbit (MEO) satellites, Geosynchronous Earth Orbit (GEO) satellites, and any combinations of them. Submitted technologies may also include those that enhance the robust PNT capability of GPS while in a degraded or denied environment, such as signal trust in a contested radiofrequency (RF) environment, anti-jam antennas, nulling antennas, and direction finding. Information is also requested on any other technologies not addressed here that assist in safe navigation in a GPS degraded or denied maritime environment.

All submissions of technology for this RFI should be a Technical Readiness Level (TRL) 5 or higher as defined in Figure 1 of the US Government Accountability Office’s Technology Readiness Assessment Guide.
