Intraoperative Laser Support Services

The purpose of this Amendment 02 is to address questions and comments received in response to the Combined Synopsis/Solicitation for the requirement titled, “Intraoperative Laser Support Services”, Naval Medical Center Portsmouth, VA (NMCP). In addition, the proposal due date will remain at 10:00am Eastern Standard Time; 17 July 2023.

1.             Exhibit 2: Pricing Sheet. There is a cost for Technician Services and Laser Support Services. Are the Technician Services for the Technician operating Government-owned lasers?

1A: The Government can confirm the technician services under CLIN 0001 of Exhibit 2: Pricing Sheet, are for technicians operating Government-owned lasers.

2.             1.11.1 CAC Requirements. For all contractors who will work in Government facilities, the Facilities Security Officer (FSO)/Company’s Security Point of Contact (POC) will provide the Government all the required information per the DHA CAC request process, current version 2.1., January 2018, or more recent when updated. Will a CAC be required for this contract?

2A: The Government can confirm that a CAC will not be required for this contract. The Contractor shall request base access to perform their roles in accordance with the PWS.

The purpose of this Amendment is to add the requirement of Offeror’s providing a Subcontracting Plan as a part of their proposal, for Factor 1, Technical Capability in accordance with Attachments I and II, Addendum to 52.212-1 and 52.212.-2, respectively. Changes can be found highlighted in Attachments I and II.

This is a non-personal services requirement to provide intraoperative laser support services in support of the Main Operating Room (MOR) under the Directorate of Surgical Services (DSS) at NMCP. The intraoperative laser services will be used to maintain patient safety. These services are needed to decrease pain, prevent further morbidity, and restore function. The requested services directly support efficient and safe surgical care.

The Contractor shall set-up and operate both Government furnished and Contractor furnished medical lasers in an operating room environment and provide full support for the requested laser services indicated in the contract. Full support is defined as providing the laser (if needed) and a technician to set-up, break-down, and monitor the equipment and required consumables.
