Description

This acquisition is set aside for 8(a) Program Participants. This Invitation for Bid FA461024B0003 will be a multiple award indefinite delivery indefinite quantity (IDIQ) contract. This acquisition is being solicited under North American Industry Classification System (NAICS) Code 236220. All other firms are deemed ineligible to submit offers. The small business size standard is $45M.

The Government has a need for a Simplified Acquisition of Base Engineer Requirements (SABER) program. The SABER program shall provide a streamlined means to complete construction projects for the 30th Civil Engineering Squadron (CES). The work entailed consists of a broad range of maintenance, repair, and construction work on real property. Work identified includes but is not limited to various trades such as carpentry, asbestos abatement/removal, demolition, mechanical, electrical, plumbing, concrete masonry, alteration of real property, and painting projects on Vandenberg Space Force Base (SFB) and its associated sites to include Pillar Point Air Force Station (PPAFS), Point Mugu, and the Santa Ynez Peak and Anderson Peak Optical Tracking Stations. Work covered under the SABER program will not require the use of a registered architect or engineer.

The Government intends to award using Sealed Bidding procedures in accordance with FAR Part 14, Sealed Bidding. The invitation for bid and subsequent amendments will be available via the System for Award Management (SAM) (https://www.sam.gov). No paper copies of the invitation for bid, specifications, plans, or bidders mailing list will be issued from this office.  Prospective offerors must be registered in the System for Award Management (SAM) in order to be eligible for award. The SAM site is https://www.sam.gov/portal/public/SAM/#1. It is important to read the invitation for bid completely, as there are terms and conditions that must be met by the prospective offeror in order for the proposal to be considered responsive.

Notice to potential offeror(s)/supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The government reserves the right to cancel this solicitation, either before or after the closing date for receipt of bids. In the event the government cancels this solicitation, the government has no obligation to reimburse an offeror of any cost.

Industry Day/Pre-Bid Conference:

An Industry Day/Pre-Bid Conference was held at 01:00 PM Pacific Time on Tuesday, 16 July 2024 online and in person at Building 8500 (1515 Iceland Avenue) Room 215A (RRC), Vandenberg SFB, CA 93437. The recording of the conference, slide deck, and attendance roster have been attached to this posting.

Pre-Award Questions:

The deadline for requests for information (RFI)/questions has closed. Responses to all submitted questions have been added to this post in the attachment titled VSFB SABER_RFI Responses_ Rev 20240730. No docuemnts were altered as a result of the submitted questions.

Bid Due Date and Opening:

Bids are due by 10:30 AM Pacific Time on 13 August 2024.

Public bid opening will be conducted online and in-person at 11:00 AM Pacific Time on 13 August 2024 at Building 8500 (1515 Iceland Avenue) Room 215A (RRC), Vandenberg SFB, CA. A link to the Microsoft Teams meeting for the event is in the "Links" section below.

Contractors wishing to attend the bid opening in-person must RSVP by email to VSFBSABER2024@groups.af.mil no later than 07 Aug 2024 at 10:30 AM Pacific Time.

Contractors wishing to attend the bid opening virtually must RSVP by email to VSFBSABER2024@groups.af.mil no later than 09 Aug 2024 at 3:00 PM Pacific Time.

The RSVP must contain:

  • The company name
  • The names of attendees (In-person attendees will be limited to 3 individuals per company due to limited room capacity)

**For in-person attendees that do not have base access, please include the base access request in your RSVP and provide the attendees names as they appear on the individuals driver’s license or Government issued ID. RAPIDGate does not work at Vandenberg SFB.**

Upon receipt of the RSVP, a confirmation of receipt will be sent from one of the Government representatives with further information regarding the bid opening.
