Description

The Nuclear Smuggling Detection and Deterrence Program coordinates with host governments to deploy counter nuclear smuggling systems for operation by those partner agencies and has expanded to more than 80 countries. Contractors will be responsible for providing design, integration, construction, communications, logistics, training, and equipment procurement to support the deployment of counter nuclear smuggling systems for a 7-year ordering period (3-year base period and two 2-year option periods) Multiple Award IDIQ in accordance with project Statement of Work.


The North American Industry Classification System (NAICS) code for this project is 541990 (All Other Professional, Scientific, and Technical Services). The IDIQ contract will have a ceiling of $1B. Contractors must have the capability to perform the entire scope of work specified within the Statement of Work. Due to the broad scope of work, joint ventures or other teaming arrangements are anticipated and encouraged.

Copies will not be mailed from the Contracting Office. All amendments will be posted to FedConnect and SAM. Contractors will be solely responsible for obtaining amendments from these sites to update files.

This project is solicited as a full and open competition. The master contract will be a hybrid IDIQ and include contract line items for Cost-Plus Fixed Fee (CPFF) and Firm-Fixed Price (FFP) orders. 

SMALL BUSINESS RESERVE: It is anticipated that there will be a up to three (3) awards resulting from this solicitation, with one (1) award reserved for small businesses, provided one (1) or more acceptable small business offer(s) is/are received. In the eventuality that more than one acceptable small business offer is received, the Government may select the offer that is most advantageous in fulfilling the requirement to meet the reserve. Award of the contract will be based on criteria identified elsewhere in the solicitation. However, the Government reserves the right to make any number of awards, or no award, if it is in the Government's best interest to do so.

NOTICE TO OFFERORS:

#1: All questions and responses concerning this RFP must be sent to the Contracting Office via emial at CNSSD@nnsa.doe.gov NLT 5:00 PM EDT 11 May 2023.

#2: All prospective contractors must be registered in the SAM website at sam.gov before award of contract; failure to register in the SAM database will cause your firm to be ineligible for any future award.


#3: Notice to Offerors: Funds are not presently available for this effort. No award will be made under the subsequent solicitation until funds are available. The Government reserves the right to cancel the subsequent solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.
