Description
The U.S. Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC), Construction Engineering Research Laboratory (CERL) requires commercial sources for the procurement and installation of Strain and Displacement Digital Image Correlation Equipment in Champaign, IL.
This procurement is 100% set-a-side for small business concerns under the North American Industry Classification System (NAICS) – 333314 – Optical Instrument and Lens Manufacturing. The small business size standard is 500 employees.
The contractor shall provide measurement equipment and analysis tools that perform Digital Image Correlation for:
- Modular optical sensors
- Sensor mounts and lights
- Image acquisition and analysis tools.
Background: There is a need for equipment and analysis tools to measure small area strains for materials testing and large area displacements for structural testing at the US Army Corps of Engineers (USACE), Engineer Research and Development Center Construction Engineering Research Laboratory (ERDC-CERL) in Champaign, IL. The amount of testing required in this space leads to difficulty in implementing traditional measurement methods, which often leads to testing delays for physically installing numerous sensors. Furthermore, this lab space is being used to investigate non-traditional construction methods, which are expected to behave differently than the traditional counterparts. This leads to difficulty in placement of traditional surface mounted sensors to ensure that measurements capture the true behavior of materials and structures. The intent of this announcement is to obtain Digital Image Correlation (DIC) Equipment and analysis tools to measure small area strains, interface strains, and fracture characteristics for material testing and large area displacements for structural components.
DIC Equipment and Analysis Tools shall be delivered and installed no later than August 30th, 2022.
All questions are due no later than NLT 2:00 PM (CST), 24 June 2022 to: chl-ct-quotes@usace.army.mil. The Government will provide responses as quickly as possible.
Please provide responses to this notice NLT 2:00 PM (CST), 30 June 2022 to: chl-ct-quotes@usace.army.mil.
Note: In order to be eligible for award of a Government contract, vendors must be actively registered in the System for Award Management (SAM), have no active exclusions, and complete the FAR and DFARS representations and certifications.
