Description

The United States Agency for Global Media (USAGM), Office of Cuba Broadcasting (OCB) oversees radio and television Martí at its headquarters in Miami, Florida.  OCB requires a Contractor to design and perform the work needed to improve and upgrade the Sister Creek Island, from water invasion on the East, South and West side of the radio-transmitting site.  OCB requires a berm to be built on the western side of the property to control drainage and storm floods.

Site Location:  OCB Marathon transmitting site address is 1180 US Government Road, Marathon, FL 33050.  This site is located right behind the Publix Supermarket on Overseas Highway US #1 in the Sister Creek Community near the Sombrero Golf Club. 

ALL final proposal responses are due, no later that Wednesday March 22, 2023 at 11:00 AM EST. 

The period of performance associated with this requirement is: 60 calendar days after receipt of award or the Notice to Proceed (NTP).

THIS IS AN UNRESTRICTED ACQUISITION.  ALL RESPONSIBLE OFFERORS ARE ENCOURAGED TO PARTICIPATE.

This solicitation will only be issued in electronic format and will only be posted herein on Sam.gov at https://sam.gov/.  In order to receive notification of any related amendments to this solicitation, interested vendors must REGISTER AS AN INTERESTED VENDOR.  If you are not registered, the Government is not responsible with providing you with notification of any amendments to this solicitation. 

DO NOT SUBMIT PROPRIETARY AND/OR BUSINESS CONFIDENITAL DATA.

Submission Instructions:  Contractors are encouraged to visit the project site at 12 noon on Wednesday, March 8, 2023, prior to submitting their final proposal response. During the site visit, the USAGM Contracting Officer and OCB Marathon Site Manager/Contracting Officer Representative will discuss work requirements, show physical locations of the West Berm, to include the beginning, turning and end points and markings.  It is required that an email be sent to Mr. J.R. Hill, chill@usagm.gov with a copy to Ms. Amber Gray, AGray@usagm.gov no later than 2:00 PM EST, on Friday, March 3, 2023, to confirm your company's attendance.  Please provide the point of contact’s name, company name, phone and email address in the body of the email message.

Interested parties who consider themselves qualified to perform the work associated with the subject requirement, are hereby invited to submit a response to this solicitation, with their proposal by no later than Wednesday March 22, 2023 at 11:00 AM, EST.

The Offeror shall provide electronically the following documents in their proposal submission:

  • Cover Letter
  • Volume 1- Technical Proposal to include Past Performance information, and
  • Volume 2 Price Proposal

Proposal shall be sent by email to the Contracting Officer, Mr. J.R. Hill, chill@usagm.gov with a copy to Ms. Amber Gray, AGray@usagm.gov.  The entire proposal package shall not exceed twenty-five (25) pages.

Prior Government contract work is required for submitting a response under this requirement.  In addition, your company must be registered in the System for Award Management (SAM), in order to be eligible to receive an award from any Government solicitation.
