Amendment 1
The purpose of this amendment is to Extend the due date for qutoes to May 15 10am EST and provide the Potential Questions and Answers.
To change from Lowest Price Technically Acceptable (LPTA) to Best value evaluation
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice.
This announcement constitutes as the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation number D-24-FS-0153 is being used as a Request for Quotation (RFQ) number. This solicitation is a 100% small business set-aside. As required by FAR 4.1102, offerors are required to be registered in SAM (The System for Award Management) at the time an offer or quotation is submitted in order to comply with the annual representations and certifications requirements. This solicitation is under NAICS 484121. Please see the attached documents for detailed requirement information.
All quotes shall be on an all or none basis, alternate quotes will not be accepted. All sources shall submit a quotation which will be evaluated. In accordance with FAR Part 13.106 Simplified Acquisition Procedures - Soliciting competition, evaluation of quotations or offers, award and documentation, the Government intends to issue a single firm-fixed priced (FFP) purchase order to the eligible, responsible offeror whose quote conforms to the requirements of this solicitation and offers the best value to the government, price and other factors considered. Evaluation factors include, in no order of precedence: 1)Price, 2) Technical Capability including overall appearance of products, and 3) Past Performance.
Technical Capability:
- The offeror must describe in detail how they will accomplish the task of loading and moving the museum display out of the Houston, TX location by 31 May 2024 per the Statement of Work.
- The offeror must describe any experience in transporting, packing and storing any museum exhibitions in the past 3 years and to provide customer’s name, describe the museum pieces that were transported and provide any contract numbers for reference.
Past Performance:
- The offeror must submit written references for Past Performance of similar projects performance for the Federal or State governments (preferred) or commercial/private within the last 3 years to include contract numbers, total contract values, points of contact (name/phone numbers), locations/agencies.

The deadline for quotes is May 14, 2024 at 10:00am EST. Quotes must include pricing and applicable capability statement. All submissions (questions and/or quotes) shall be submitted electronically to Charles.d.ivy@dea.gov with the RFQ number included in the subject line. No late submissions (questions and/or quotes) will be accepted.
