INTENDED SOLE SOURCE:
The Naval Air Warfare Center Weapons Division (NAWCWD), Point Mugu, California, intends to procure an advanced Field-Programmable Gate Array (FPGA)-based Prototyping Platform System on an other than full and open competition basis, in accordance with Federal Acquisition Regulation (FAR) 6.302-1 Only One Responsible Source, from Cadence Design Systems Inc. located at 2655 Seely Ave. Bldg. 5, San Jose, CA 95134. Cadence Design Systems Inc., as the sole designer, developer, original equipment manufacturer, and supplier of the Protium™ Prototyping Platform System, possesses the unique capability and expertise to satisfy the minimum needs of the Government.

PROGRAM BACKGROUND/SCOPE OF EFFORT:
The Airborne Electronic Attack Integrated Program Team (AEA IPT) utilizes unique capabilities within the AEA Laboratory in support of testing Naval Air Systems Command (NAVAIR) hardware (HW) and software (SW). The Protium™ System provides a pre-silicon platform for early software development, System-On-Chip (SoC) verification, throughput regressions, and high-performance system validation. This product will be used in the emulation of aircraft hardware from multiple reprogrammable system and hardware configurations multiple threat emitters to which the Naval Air Systems Command (NAVAIR) unit-under-test hardware and software will capture, analyze, and respond. The Contractor shall provide, deliver, install, integrate, calibrate, and provide training on a Protium™ System in the AEA Laboratory, Point Mugu, CA.
RESPONSE SUBMISSION DETAILS:
This notice of intent is not a request for competitive proposals; however, any firm believing it can fulfill the requirement identified above may submit a written response to be received by the Contracting Office. Written responses shall be submitted by e-mail to the point(s) of contact listed below no later than 15 days after the date of publication of this notice, which shall be considered by the agency. The written response shall reference solicitation number N6893623R0006 and provide a capability statement that clearly indicates the firm’s experience, assets, background, and ability to perform the required work without compromising the quality, accuracy, reliability, and schedule.
The solicitation or Request for Proposal (RFP) will be posted in Contract Opportunities on the SAM website at https://sam.gov/ on or about 12 December 2022.
Interested firms must be registered in the System for Award Management (SAM) database at https://sam.gov/ to start doing business with the federal government.
