Synopsis for Solicitation number N0018924Q0462

(Digitizer Equipment)

The NAVSUP Fleet Logistics Center (FLC) Norfolk, Contracting Department, Norfolk, VA 23511-3392 intends to award a firm fixed-price contract for digitizer lab equipment. The sole source justification will be attached when posted to SAM.gov. This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in subpart  12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The requirement covers the procurement of V1725SB and V1730S digitizers, A5818 PCI controller and AY2705 optic fiber.

The Contract Specialist utilized CAEN Technologies Inc. to solicit the requirement.  The requirement will be solicited on 23 July 2024. The items that will be procured consists of the following: Physics lab equipment for the United States Naval Academy. These items are needed in order to commission and operate the Mobile Antineutrino Demonstrator and the Eos detector, two neutrino detectors under development in projects sponsored by the National Nuclear Security Administration. The purpose of these items is to process analog signals from the detectors’ light sensors into digital waveforms and transmit them to a computer for subsequent analysis. Any potential contractor capable of demonstrating that it is qualified to perform the work to the required standards and that wishes to make a competitive quote for the contract should submit a capability statement in beta.SAM.gov.  Through its submission, the vendor acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for award to foreign vendors for work to be performed outside the United States.  Lack of registration in the SAM database will make a vendor ineligible for award.

The North American Industry Classification System (NAICS) code for this acquisition is 334419 – Other Electronic Component Manufacturing.  The Size Standard is 750 (# of employees).  The product service code (PSC) is 5999 -Miscellaneous Electrical and Electronic Components.
