Description

Intent to Sole Source to Penguin Computing, Inc.

The Contracting Department, Fleet Logistics Center (FLC) Norfolk, VA, 23511-3392 intends to negotiate a firm fixed price purchase order for the procurement of the annual renewal of Penguin Computing hardware/software license and service agreement from 01 Jan 2023 through 31 December 2023.  The Government intends to solicit and negotiate with only one source, Penguin Computing, Inc., per the attached Sole Sourced Justification. The authority for use of other than full and open competition is FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. This notice of intent is not a request for quotation. No solicitation or RFQ will be forthcoming. As a result, this requirement will not be set aside for small business concerns. The activity’s small business office concurred with this determination.

The NAICS code applicable to this procurement is 541511. The size standard is $30 Million.

Anticipated award date is no later than 30 December 2022.

This notice of intent is not a request for competitive proposals. Interested parties may identify themselves and submit information that indicates their ability to satisfy this requirement via- e-mail to brandy.j.hernandez6.civ@us.navy.mil. Requests must include company name, address, point of contact, telephone number, CAGE Code, DUNS number NAICS code, applicable business size and Tax ID number. Telephone calls will not be accepted. This notice of intent is not a solicitation or request for competitive proposals. Mandatory terms and conditions of Federal Acquisition Regulation FAR and DFARs clauses will apply to the anticipated award.
