Description

The Federal Bureau of Prisons, Butner, North Carolina intends to issue solicitation for the provision of Blood Products & Transfusion Services. The services will be provided to individuals who are under the custody and care of the Federal Bureau of Prisons within a secure correctional environment, located at the Federal Correctional Complex, Butner, NC.  The physical address is Federal Correctional Complex (FCC)/ Federal Medical Center (FMC), Old NC Highway 75, Butner, North Carolina 27509.  The contract type is an indefinite delivery/requirements contract with firm-fixed unit price.  The award will be made to the responsible vendor or individual who submits the lowest quote to the Government based on price related factors only.  The contract periods for the service will be from the date of award until September 30, 2023. The provider of blood products and reference testing services for Transfusion Services must be available to provide blood products and reference testing services 24 hours per day for seven days per week (24/7).  Contractor must be capable of providing all services within 30-60 minutes of the FCC Butner Complex facility to expedite delivery of blood products and specimens should reference laboratory services be required.  It is acceptable for the contractor to rotate with their other branches for weekend coverage within a 1-3 hour radius, if needed or applicable.  The successful contractor will be responsible for providing an annual requirement of 200-250 units of leukoreduced red blood cells and 20-40 units of single donor platelets.  Please refer to the attached Statement of Work for more details once the solicitation has been posted.  The solicitation will be available on or about January 12, 2023,  and will be distributed solely through the beta.SAM’s website at www.beta.SAM.gov All future information concerning this acquisition, including solicitation amendments, will be distributed solely through this website.  Interested parties are responsible for monitoring this site to ensure you have the most up-to-date information about this acquisition.  Hard copies of the solicitation will not be available.  The anticipated date for receipt of quotes is on or about, January 18, 2023.  All quotes should be submitted via email at nbaskerville@bop.gov and cmclean@bop.gov .  Faith-Based and Community-Based organizations can submit offers/bids/quotations equally with other organizations for contracts for which they are eligible.  All contractors doing business with the Federal Government are advised that this future solicitation includes the clause FAR 52.212-4(t) for Commercial Items and System for Award Management (SAM).  This clause requires all contractors doing business with the federal government after September 30, 2003, to be registered in the SAM database at www.sam.gov.  Contractors should include their Unique Entity ID (UEID) number in their offers.  The Contracting Officer will verify registration in the System for Award Management (SAM) database prior to award by entering the potential awardees DUNS number into the SAM database.  The acquisition is unrestricted.  The North American Industrial Classification (NAICS) code is 621991 with a small business size standard of $35 million.
