Description
The Defense Logistics Agency Energy (DLA Energy) hereby issues solicitation SPE60424R0400 for the supply of electricity and any ancillary services to be delivered to various Department of Defense installations and Federal Civilian agency facilities located in the Independent System Operator New England (ISO-NE) market area. The Government is soliciting retail electricity offers for a 12-month base period beginning with the meter read date occurring in the month of May 2024, plus four one-year option periods. The attached RFP language requires Contractors to use reasonable efforts to identify and procure available carbon pollution-free electricity (CFE) throughout the period of performance while a more robust CFE strategy is developed.
In conjunction with the solicitation, DLA Energy issued a separate Request for Information (RFI) concerning the availability and supply of CFE from new resources, consistent with Executive Order 14057, in ISO-NE. In order to achieve 100% CFE by 2030 in the ISONE market, ~25% of the facility electrical energy use will need to be procured from qualifying CFE resources with the associated energy attribute certificates (EACs). DLA Energy is seeking to fulfill this need through its follow-on retail electricity supply contracts beginning as early as May 2025, but no later than May 2029. The RFI number is SP0604-24-0411. Accounts included in this solicitation, SPE60424R0400, are located in Connecticut, Maine, Massachusetts, New Hampshire, and Rhode Island with a total annual estimated quantity of 174,288,457 kWh’s. The awarded contract(s) will be Firm Fixed Price Requirements Type and Fixed-Price Requirements Type contract utilizing Locational Marginal Price. The solicitation is being issued as a Request for Proposal. Additional requirements may be added by amendment. All responsible sources may submit a proposal, which shall be considered. All responsible sources are encouraged to submit a responsive and complete proposal.
Questions regarding this solicitation must be submitted in writing via email to DLAEnergy.Eteam@dla.mil no later than January 22, 2024. Additional questions pertaining ONLY to Amendment 0002 are due no later than February 8, 2024.
The Government may not provide answers prior to the date and time provided on Standard Form (SF) 1449, block 8, of the solicitation. Password requests for Attachment I must also be submitted to DLAEnergy.Eteam@dla.mil.
The proposed contract action will be made to offeror(s), who, at the time of award, are on the approved list of Retail Electric Providers in the state in which the award(s) is/are to be made. No proposed award(s) will be made to offeror(s) who appear on the Office of Foreign Assets Control – Specially Designated National (SDN) List, the Industry & Security - Denied Persons List (DPL), Federal Awardee Performance and Integrity Information System (FAPIIS), and/or Excluded Parties List System (EPLS).
One or more of the items under this acquisition is subject to the World Trade Organization Government Procurement Agreement and Free Trade Agreements.
