Description

THIS IS A NOTICE OF THE GOVERNMENT'S INTENT TO ISSUE A SOLE SOURCE AWARD TO JOHNS HOPKINS UNIVERSITY/APPLIED PHYSICS LABORATORY (JHU/APL) TO PROVIDE SUPPORT TO UNITED STATES EUROPEAN COMMAND (US EUCOM).

Army Contracting Command (ACC) 409th Contracting Support Brigade (CSB) Regional Contracting Office Stuttgart (RCO-S) intends to issue a Single Award Indefinite Delivery Indefinite Quantity (SA-IDIQ) contract on a sole source basis under authority 10 U.S.C. 3204 (a) (3) as implemented in FAR 6.302-3(a)(2)(ii): "To establish or maintain an essential engineering, research, or development capability to be provided by an education or other non-profit institution or a federally funded research and development center."

This SA-IDIQ will be awarded to JHU/APL in its capacity as a Department of Defense University Affiliated Research Center (UARC). UARCs enable DoD to establish and maintain long-term strategic relations with selected universities, to conduct essential research, development, and scientific and engineering expertise in core competency areas important to DoD. JHU is the only UARC that specializes in air defense, strike and power projection, submarine security, antisubmarine warfare, strategic systems evaluation, and command and control. There is no other UARC that specializes in these areas other than JHU. Therefore, no other UARC except for JHU will be able to meet this requirement.

This SA-IDIQ is intended to fulfill US EUCOM requirements pertaining to its missile defense mission and other technically challenging mission areas. The ordering period of the SA-IDIQ will be for five years. The ceiling for the SA-IDIQ is $14,999,900.00.

THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested DoD UARCs may identify their capabilities with respect to this requirement by 01 September 2022, at 9:00 A.M. Eastern Standard Time, no further information will be accepted after this time. All information received will be considered by the Government. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose for determining whether to conduct a competitive procurement. The Government will not pay or reimburse for any submissions. The primary North American Industry Classification System (NAICS) code is 541690 (Other Scientific and Technical Consulting Services).
