Description
This performance based requirement is for the sustainment of the Common Data Link / Satellite Communications (CDL/SATCOM) Program. The contract will procure Contractor Logistics Support (CLS) for sustainment of the Army CDL/SATCOM to include maintenance and upgrades of existing systems, the procurement of new technology, equipment, and spares for continued sustainment, and support of the Army Intelligence, Surveillance, and Reconnaissance (ISR) Mission. An Indefinite Delivery Indefinite Quantity Contract will be utilized with a five year base ordering period and five one year option periods. Services under this contract shall be procured via Task Orders and utilize the contract types of Fixed-Price Contracts: Firm-Fixed- Price Contracts and Cost-Reimbursement: Cost-Plus-Fixed-Fee Contracts and Cost-Contracts.
The requirement is in support of the Communication Electronics Command (CECOM) Integrated Logistics Support Center, as well as, multiple Army and Department of Defense Intelligence, Surveillance and Reconnaissance Programs employing Airborne and Ground Line-of-Sight CDL systems and Army Ground SATCOM systems. ISR Programs to be supported shall include, but are not limited to, Guardrail Common Sensor, all variants of Enhanced Medium Altitude Reconnaissance and Surveillance System, Airborne Reconnaissance Low, Distributed Common Ground Systems-Army to include Operational Intelligence Ground
Station and Tactical Intelligence Ground Station, and Gray Eagle. Additionally, requirements shall include support for
other US Government agencies and DoD services for manned and unmanned Airborne and Ground CDL and networking systems, Ground SATCOM systems, and Space-Based CDL systems. This effort also includes Operational Readiness, Contractor Field Service Representatives, Engineering/Technical Services, Integrated Logistics Support, Specialized Repair Activities , Spares Procurement- Expense and Investment, Data Link and SATCOM Systems and Support Equipment Procurement, Technical Data and Reports, Quality of Service/Product, Program Management Support and Travel.
The requirement was awarded sole source due to Title 10 United States Code (U.S.C) 2304(c)(1) as implemented by Federal
Acquisition Regulation (FAR) Part 6.302-1 - Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
