Description

This solicitation SPE602-23-R-0702  is for the annual bulk fuel procurement for the Rocky
Mountain/West Coast/Offshore (RMW) 2023 Purchase Programs. The fuel
procured from this buy will cover various bases in the Rocky
Mountain/West Coast/Offshore region the United States. The NAICS code
for this procurement is 324110.  Please note the suspense for responses is Monday, February 6, 2023 at 3:00 PM Fort Belvoir, VA time.
The Program's Ordering Period is date of award through September 30,
2024.
The Delivery Period is to October 1, 2023 through September 30, 2024, with
a 30-day Carry Over period.
The delivery methods will be Tanker, Barge, Truck,  Pipeline and Railcar, both FOB
Origin and Destination, depending on the specific requirement and
location.

DLA Energy is seeking to increase Small Business participation in our
solicitations. For this solicitation, an estimated 21.87% of the fuel quantity
is set-aside for small business concerns. If you are a designated small
business in accordance with FAR 52.212-1, please ensure your System for
Award Management (SAM) designation is correct.
This solicitation is available on the World Wide Web https://www.sam.gov.
Please be advised that a hard copy of the solicitation will not be
available.
. DLA Energy will be using the Bulk Offer Entry
Tool (OET) for this Procurement. The usage of the Bulk OET is mandatory.
The Bulk OET will allow Offerors to electronically submit and sign their
offer (including the SF1449).
All responsible sources may submit a proposal which shall be considered.
