*** National Oceanic and Atmospheric Administration's (NOAA) Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Essex Industries, Inc. of S. Louis, Missouri for purchase and delivery of 9 Stainless Steel gas cylinders from Essex Industries, St. Louis, MO. The product is identified as part number 80C-000808, Air Sampling Cylinder.
***The sole source determination is based on the National Oceanic and Atmospheric Administration’s (NOAA), Oceanic and Atmospheric Research (OAR) Earth System Research Laboratory (ESRL) Global Monitoring Laboratory (GML) that these items are constructed of 304L stainless steel, with electropolished interior, 34L internal volume. Products are the Department of Transportation (DOT) certified for transport at a pressure not to exceed 900 psi. A steel cylinder is not acceptable. Cylinders must be construction of stainless steel, with an exceptionally smooth interior surface, such as that achieved with electropolishing. We also require a high-purity valve (e.g. Ceoduex). Essex Part #: 80C-000808 Description: Electropolished stainless steel gas cylinder, DOT rated @ 900 psi (DOT 4DS). Essex Industries produces cylinders vertified by DOT. Theese items will be used to prepare atmospheric gas standards containing trace levels of gases that influence stratospheric ozone and climate. Any product from an alternate vendor would require extensive testing by NOAA and any changes in format and product would break the continuity already tested and in place.
Delivery by 9/30/2022 or sooner.
***This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can fully meet the government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
