Description
NOTICE OF INTENT TO CONTRACT WITH A SINGLE SOURCE:
The Federal Aviation Administration (FAA) intends to award a single source Contract to:
National Institute of Building and Science (NIBS),
1090 Vermont Ave. NW, Suite 700,
Washington, DC 20005.
The Federal Aviation Administration Flight Program Administration, Franchise Support Group (AJF-4200) has a requirement for Flight Training Device (FTD) / Advanced Aviation-Training Device (AATD) / Simulation direct Support.
In accordance with the FAA Acquisition Management System paragraph 3.2.2.4, the purpose of this announcement is to inform industry of the basis of the FAA's decision to contract with a selected source via single source procedures. The National Institute of Building Sciences (NIBS) is the provider of ProjNet-DrChecks. NIBS preference was established by the U.S. Congress through Public Law 93-383, August 22, 1974. Under Section 809(g)(3) of that law “Every department, agency, and establishment of the Federal Government is authorized to contract with and accept contracts from the Institute for specific services where deemed appropriate by the responsible Federal official involved. Although the use of this source is not mandatory, additional guidance was provided under the Office of Management and Budget (OMB) memorandum for Agency Procurement Executives dated September 16, 1990. In accordance with the memorandum, agencies and departments should utilized the unique services provided by the NIBS when such services are required.
The FAA has utilized ProjNet-DrChecks for nine years to complete and track design reviews with success. Several in-progress projects are going through the design review process utilizing ProjNet-DrChecks. Over 350 FAA employees are currently trained and registered to contribute to review of designs and other documents using ProjNet-DrChecks. This procurement is a follow on to existing contract: 697DCK-18-C-00084 for the large ProjNet-DrChecks subscription.
The proposed NAICs code for this acquisition is 513210, Software Publishers, with a size standard of $41.5M.
