Description

The purpose of this Amendment is to make corrections to the SF1449 and to provide answers to several questions submitted by potential offerors as follows:
1.Update the SF1449 by changing block 7a to Gabriel Rangel
2.Update the SF1449 by changing block#8 (offer due date/local time) to 01/31/2023 at 1700 hrs as stated in the solicitation cover letter
3.Mark block 28 of the SF1449.The contractor is to sign and return 1 copy with their proposal.

4. Additionally, the following questions/comments were received from potential vendors and the
Government is providing the responses as follows:


Question #1: Regarding the subject requirement RFQ#19TZ2023Q0001- Is the due date the 20th of
January or the 2nd of February 2023 as mentioned in the SF1449?
Answer #1: The SF1449 is incorrect. The due date is January 31st at 1700 hrs. as stated in the cover
letter.


Question #2: Also, we would like to submit our bid for this requirement, but we do not have all the
licenses and permits to perform in Tanzania. However, our subcontractor agrees and has the required
requirements, please advise if this is acceptable?
Answer to Question #2: Even if the subcontractor will perform 100% of the work, the prime contractor
must meet all requirements of the solicitation to include obtaining the required licenses and permits to
perform work in Tanzania. In the case of an offeror using a subcontractor for any percentage of the
work, both parties must meet the license, insurance and permit requirements of the solicitation. See
DOSAR 652.242-73 – Authorization and Performance.
