The Department of Veterans Affairs, VA Caribbean Healthcare System, Network Contracting Office 8 intends to negotiate a sole source contract under the authority of FAR part 13.106-1(b). The associated NAICS code for this service is 541620 with a size standard of $16.5M and a PSC code H946. The identified vendor is Sanco Laboratories, Inc. a small business. The service is for dental water sampling and testing for two (2) dental clinics located in San Juan and Mayaguez, Puerto Rico. A service contract for a base year and four (4) one year options is anticipated. Due to local government certifications and technical requirements no SDVOSB or VOSB were identified capable of performing these services while simultaneously complying with the limitation on subcontracting regulation. The contractor shall provide all personnel, services, equipment, transportation, supervision and other items and services necessary to perform analysis of dental water samples at VACHS and defined in the performance of work statement (PWS). This notice of intent is not a request for competitive proposals. It is not a solicitation or request for offers. No solicitation package is available. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government.
