This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation No. 6913G623Q300010 is issued as a Request for Quotation (RFQ). This solicitation is being conducted under FAR Part 12, Acquisition of Commercial Items and FAR Part 13, Simplified Acquisition Procedures. This solicitation document and incorporated provisions are those in effect through Federal Acquisition Circular 2022-08, effective October 28, 2022. The NAICS Code is 611430; the Small Business size standard is $15.0M.
The U.S. Department of Transportation, John A. Volpe National Transportation Systems Center (Volpe Center), Cambridge, MA, intends to solicit and award four purchase orders to the following Universities, the Western Transportation Institute (WTI) at Montana State University (West Region Transportation Workforce Center (WRTWC)), University of Vermont Transportation Research Center (UVM TRC) (Northeast Transportation Workforce Center (NETWC)), University of Memphis (Uof M)(Southeast Transportation Workforce Center (SETWC)) and the Center for International Trade and Transportation (CTTI) at the California State University at Long Beach (CSULB) (Southwest Transportation Workforce Center (SWTWC)) in accordance with FAR 13.106-1(b).
The purpose of this requirement is to engage the Transportation Workforce Center’s (TWCs) that comprise the National Network for the Transportation Workforce (NNTW) and create new networks and vehicles to introduce Intelligent Transportation System (ITS) and transportation systems management and operations (TSMO) careers to a wider student audience, and to expand current ITS academic curriculum and other resources to support workforce connection efforts. The ITS Professional Capacity Building (PCB) plans to create ITS educational materials and provide additional linkages to the educational community, as well as connections with public and private employers. The Volpe Center will increase academic-focused outreach, Communities of Practice (CoPs), training products and materials, and training delivery, in accordance with the attached Statement of Work (SOW).
CONTRACT LINE ITEMS (CLINs)/SPECIFICATIONS
The Government intends to award four (4) firm fixed price purchase orders as a result of this Combined Synopsis/Solicitation. This notice is expected to result in four (4) single awards, subject to receipt of an acceptable proposal. The Offeror’s price quotation shall include a firm fixed price for each CLIN identified below and the total firm fixed price for all CLINs (00100-01400). CLINs 00800 to 01400 are optional CLINs that may be exercised at the sole discretion of the Government.

PERIOD OF PERFORMANCE
The period of performance for this purchase order will be from date of award through December 14, 2024.
INSTRUCTIONS TO OFFERORS:
FAR 52.212-1, Instructions to Offerors-Commercial Items applies to this acquisition and is incorporated by reference.

The signed offer must be submitted via e-mail to Karen.Marino@dot.gov. The time for receipt of offers is 3:00 PM Eastern Time on 01/18/2023.
All Offerors must include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items (attached). An Offeror shall complete only paragraph (b) of this provision if the Offeror has completed the annual representations and certifications electronically using the System for Award Management (SAM) accessible via http://www.sam.gov. If the Offeror has not completed the annual representations and certifications electronically in www.sam.gov , the Offeror shall complete only paragraphs (c) through (o) of this provision.
