Description
This is a Notice of Intent, not a request for proposal. The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with RedShift BioAnalytics Inc. to acquire AQS3 microfluidic modulation spectroscopy (MMS) system, upgrades, and accompanying components.
National Institute of Allergy & Infectious Diseases (NIAID)’s Laboratory of Bacteriology (LB) (“Program”) performs bacterial studies that include expressing, purifying, and characterizing bacterial proteins and other biomolecules. These tasks require analysis of protein concentrations, secondary structure, and stability, as well as sample aggregation properties. Additionally, as mutational analysis of function is a core component of protein characterization, structural comparison of modified proteins is essential to evaluate key residues for functionality and protein stability. Program’s Bacterial Metabolism and Physiology Unit is conducting research that requires “microfluidic modulation spectroscopy” (MMS) equipment because this machine allows monitoring of protein stability, structure, similarity, and intermolecular aggregation. Thus, Program is acquiring a new MMS AQS3 microfluidic modulation spectroscopy (MMS) system with accompanying components and upgrades (specifically the next generation “Apollo upgrade” package). This system is patented and produced by RedShift BioAnalytics Inc., d/b/a RedShiftBio (“RedShiftBio” or “Vendor”).

- RSB500-057 MMS Instrument Shipment
- RSB500-041 MMS System Installation
- RSB500-044 Onsite Advanced Applications Support for AQS3
- RSB500-073 RSB Service Contract annual renewable - 1 year
The statutory authority for this sole source requirement is 41 U.S.C. 1901 (a) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR QUOTE.

All responses received by the closing date of this synopsis will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
